What EU policy work actually involves

Policy officers in the Commission own files: a piece of legislation, a funding programme, a regulatory dossier or an international negotiation. Day to day that means drafting legal and policy texts, running public consultations, commissioning and reading impact assessments, coordinating with other DGs and the legal service, and briefing senior management and the Commissioner's cabinet. The technical DGs (CLIMA, ENV, ENER, CONNECT, DIGIT) draft almost exclusively in English, while French appears mainly when legal acts go to the Service Juridique. In the Parliament and Council, policy staff support rapporteurs, committees and working parties. The work is drafting-heavy, so clear professional writing is genuinely valued alongside subject-matter expertise.

Grades, pay and how to get in

Policy officer posts are graded on the Administrator grid. AD5 is the graduate entry grade at €6,152.64 per month basic, requiring a degree but no experience; AD7 (from €7,876.27) typically wants around six years of relevant experience. The two main entry routes are an EPSO open competition for administrators, which produces a reserve list DGs recruit from, and Temporary Agent selection run directly by an agency for specialist policy roles. Career progression follows Articles 44 and 45: automatic step increases every two years and competitive promotion on merit, with the typical path running AD5 to AD7 to AD9.
