WE ARE

Eurostat is the statistical office of the European Union. Our key responsibilities are to independently develop, produce, disseminate, and coordinate European statistics following standardised procedures established with EU countries.

Unit E.2 is in charge of environmental statistics and accounts, and sustainable development. The mission of unit E.2 is:

- to provide environmental accounts in line with international standards and closely linked to the methodology of national accounts in order to facilitate analysis of the interaction between the economy and the environment;

- to provide environmental statistics in the areas of waste, water, forestry and biodiversity indicators;

- to maintain and update sustainable development indicators and indicators to monitor the circular economy;

- to advance methodological work in the fields listed above.

In particular, the unit is responsible for the management of the data collection about waste on electrical and electronic equipment (‘e-waste’) under Directive 2012/19/EU, Commission Implementing Decision (EU) 2019/2193 and Commission Implementing Regulation (EU) 2017/699. The unit is also responsible to verify the amounts stated by the Member States as their contribution to the EU Budget Own Resource based on plastic packaging waste not recycled. As there are discussions on a possible new EU Budget Own Resource based on e-waste, the unit is tasked to develop methodologies and support capacity building in the Member States.

The unit has 35 staff members organised in 5 teams and manages a budget of around €4 million per year. The team Circular economy and waste statistics has 4 members and the team Waste-based own resources has 5 members. (Reference: Call for interest EC/LUX/2027/ESTAT/521750)

WE PROPOSE

We propose a position for Statistical Officer responsible for data quality on e-waste, in particular

the electric and electronic equipment placed on the market and the e-waste collected. The

jobholder is tasked in particular to improve the management of e-waste data quality, improve the

Eurostat compilation guidelines on e-waste and support to Member States on e-waste statistics

data quality improvements. The jobholder will be part of the team Circular economy and waste

statistics. In case the EU Budget Own Resource based on e-waste is adopted, the jobholder will be

transferred to the team waste-based own resources.

The job comprises a mix of methodological development, data verification and analysis, including:

- Methodology: contribute to methodological work and improving the Eurostat guidelines for

measurement of electronic products placed on the market and electronic waste collected in

the Member States;

- Quality: improve procedures for transmission and handling of countries quality reports

about e-waste;

- Improve procedures for e-waste data validation;

- Facilitate capacity building in the Member States in liaison with other European Commission

services;

- Contribute to develop tools to nowcast electronic waste;

Support the teams for the verification of the EU Own Resource on plastic packaging waste not

recycled including active participation in on-the-spot verification missions in Member States.

This position is available starting from 1 January 2027.

WE LOOK FOR

The successful candidate should be a versatile team worker with the following abilities and/or skills:

- Experience in waste management or experience verifying or auditing industrial or waste treatment facilities

- Experience in waste statistics or environmental statistics;

- Good data analysis and quantification skills, with an interest in evaluating the impact of statistical assumptions (sensitivity analysis);

- Good organisational skills;

- Sense of initiative and being pro-active;

- Ability to work both autonomously and as part of a collaborative team;

- Good drafting skills in English with the ability to synthesize technical concepts into clear documentation;

- Good command of English is a must.

- Experience managing projects;

1. Selection

 Am I eligible to apply?

You must meet the following eligibility criteria when you validate your application :

Our rules provide that you can only be recruited as a contract agent at the European Commission if you:

General criteria:

- Are a citizen of a Member State of the EU and enjoy full rights as a citizen;

- Have fulfilled any obligations imposed by applicable laws concerning military service;

- Are physically fit to perform the duties linked to the position;

- Produce the appropriate character references as to suitability for the performance of the duties.

- Have passed an EPSO CAST in the relevant Function Group for this position. At the stage of the application, it is sufficient to be registered in the EPSO CAST data base.

Qualifications:

(a) Have a level of education which corresponds to completed university studies of at least three years attested by a diploma.

Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the Ministry of Education) will be accepted.

Languages:

- have a thorough knowledge (minimum level C1) of one of the 24 official languages of the EU 2

- AND have a satisfactory knowledge (minimum level B2) 3 of a second official language of the EU, to the extent necessary for the performance of the duties.

 What about the selection steps?

The selecting unit chooses from the EPSO database 4 candidates with the appropriate profile and invites them to an interview. For the interview a selection panel is set-up to assess the best

For operational reasons and in order to complete the selection procedure as quickly as possible in the interest of the candidates and of the institution, the selection procedure will be carried out in English and possibly in a second official language.

2. Recruitment

The candidate selected for recruitment will be requested to provide documentary evidence in support of the statements made in the database and, where relevant, the call for interest.

The successful candidate will be required to undergo a mandatory pre-recruitment medical check-up carried out by the Commission.

 Type of contract and working conditions

The place of employment will be in Luxembourg.

The successful candidate will be engaged as a contract agent under Article 3(b) of the

Conditions of Employment of Other Servants , in function group FG IV. General information on

The grade or proposed grade range, as well as the step in that grade, will be defined on the basis of the candidates’ previous professional experience, in accordance with Commission Decision

C(2017)6760 laying down the criteria applicable to classification in step on engagement.

The duration of the first contract will be 1 year. Subject to the interest of the service, the contract may be renewed one or more times up to a maximum duration of 6 years.

The duration of the renewal(s) will be defined according to the General Implementing Rules in force at that moment (currently, Commission Decision C(2017)6760 on policies for the engagement and

use of contract agents).

Contract agents recruited in Function Group IV have to successfully complete a 9-month probationary period.

The pay of staff members consists of a basic salary supplemented with specific allowances,

including, where applicable, expatriation and family allowances.

Salary at this grade

Basic monthly salary at FGIV runs from €4,449 (step 1) to €5,034 (top step), giving an annual range of roughly €53,388 to €60,408 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €712 per month at step 1 of FGIV) together with household, dependent-child, and education allowances where applicable.
