WE ARE

Unit BUDG.01 provides the economic evidence base in support of policy design and implementation

of the various dimensions of the EU budget. The unit promotes quality of the Union public finances

with comprehensive assessments of performance and economic impact of programmes, revenues,

financial instruments and long -term budgetary sustainability. The unit advises and coordinates on

overall strategy, cross -DG policy development and outreach to institutional and specialised

stakeholders.

The unit is responsible for the overall briefing and legislative coordination, access -to -document

requests, strategic planning and programming. It also ensures inter -institutional relations in liaison

with other DGs and BUDG directorates.

The unit is structured in two sectors ‘Performance and data analysis’ and ‘Coordination, economic

analysis and sustainability’.

The Head of U nit .01 also holds the role of Chief Economist.

WE PROPOSE

A position as Economist / Data Scientist. The successful candidate will perform advanced economic

and quantitative analyses, develop and apply statistical, econometric and data science

methodologies, transform complex data into actionable policy insights, contribute to the

assessment of budgetary sustainability and economic developments, and support policy design

through evidence -based analysis. The successful candidate will also be responsible of the

macroeconomic assessment of budget support to third countries, including Ukraine, and its

WE LOOK FOR

We are looking for a highly motivated, dynamic, reliable, well -organised and detail -oriented

professional with a strong quantitative background and a high standard of professional and

technical competence. The successful candidate should combine excellent analytical and problem -

solving skills with the ability to communicate complex quantitative findings clearly to both technical

and non -technical audiences. They should be able to work effectively in a multidisciplinary team,

demonstrate initiative, and exercise sound professional judgment.

The successful candidate should have:

- Proven professional experience in applied economics, quantitative analysis, data science,

econometrics, or a related analytical field.

- Strong expertise in statistical analysis, data modelling, econometric methods, and the

interpretation of complex datasets to support evidence -based policymaking.

- Experience in analysing large and diverse datasets using appropriate statistical and programming

tools (e.g. R, Python, SQL or equivalent) and proved knowledge of PowerBI.

- Knowledge of EU budgetary data and data sources.

- Ability to develop robust analytical frameworks, assess complex economic and policy issues, and

formulate sound, datadriven conclusions and recommendations.

- A strong motivation to contribute to the work of the Chief Economist team, with a continuous

learning mindset and willingness to further develop quantitative and analytical expertise.

- Excellent written and oral communication skills in English, including the ability to present complex

analytical results in a clear, concise and accessible manner.

- Good knowledge and understanding of EU economic policies, public finances, and the Union

budget would be an asset.

- Experience with the implementation and/or assessment of performance -based instruments (e.g.

➢ Am I eligible to apply?

You must meet the following eligibility criteria when you validate your application :

Qualifications:

In order to be recruited for this position, you must have at least a level of education which

corresponds to completed university studies of at least 3 years attested by a diploma.

Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the

Ministry of Education) will be accepted. Furthermore, before recruitment, you will be required to

provide the documents that corroborate the eligibility criteria (diplomas, certificates and other

supporting documents).

Languages:

have a thorough knowledge (minimum level C1) of one of the 24 official languages of the

EU 2

- AND a satisfactory knowledge (minimum level B2) of a second official language of the EU,

to the extent necessary for the performance of the duties.

➢ What about the selection steps?

The post was published internally within the Commission, inter -institutionally, and brought to the

attention of competition laureates.

In accordance with Article 29 of the Staff Regulations, applications from Commission officials,

officials from other Institutions , and laureates of competitions have priority 3. If these candidates do

not best fit the requirements for the position, the Commission can recruit a temporary agent.

Salary at this grade

Basic monthly salary at AD5 runs from €6,153 (step 1) to €6,961 (top step), giving an annual range of roughly €73,836 to €83,532 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €984 per month at step 1 of AD5) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of AD5, gross monthly basic salary on the Administrators grid is €6,153. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €984 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €257) and the EU pension contribution (~10.3%, €735). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €737 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €5,408 per month, or about €64,891 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
