Contract Agent posts are the most flexible hiring category in the EU workforce and usually the fastest legal door into the institutions, often three to six months from shortlist to contract rather than the long wait of an EPSO competition. Governed by Title IV of the Conditions of Employment of Other Servants, Contract Agents are split into four function groups (FG I to FG IV) mapped to education level and salary band. The four function groups and their salaries

FG I handles manual and support tasks with no diploma required; FG II covers clerical and operational work needing a secondary diploma; FG III covers administrative, drafting and accounting tasks requiring a post-secondary diploma; and FG IV covers university-level administrative, advisory and technical work. Basic salaries scale accordingly, with FG III starting at €3,475.62 per month and FG IV starting at €4,449.31, both rising with grade and step. These bands are below the equivalent Administrator grade for the same work, which is the honest trade-off, but Contract Agents receive the same expatriation, household and dependent-child allowances, the same JSIS health cover, and the same correction coefficient as officials.

How CAST recruitment works

Most Contract Agent recruitment runs through CAST Permanent, EPSO's rolling database. You register on the EU Careers portal, pass reasoning tests (verbal, numerical, abstract) and a job-related competency test for your chosen function group and profile: administration, finance, audit, ICT, law, communication, project management or secretarial. Passing puts you in the database, which recruiting services then search when they have a vacancy. Shortlisted candidates are contacted directly, interviewed and offered a contract. Agencies also run ad-hoc FG IV procedures where the CAST pool is too thin. Because there is no single competition calendar, the route can move much faster than a general EPSO competition.

What is the difference between a Contract Agent and a Temporary Agent?
Both are non-permanent, but Contract Agents sit on the lower FG I to FG IV salary grid and are often recruited through the CAST database, while Temporary Agents sit on the same AD/AST grid as officials and are recruited per vacancy by the agency. Contract-agent status is usually faster to obtain.
