Acting as the primary liaison between DG HR (Directorate -General for Human Resources and

Security) and DIGIT (Directorate -General for Digital Services), we oversee joint planning for IT

development in HR policy areas. Additionally, Unit HR.04 manages relationships with various

stakeholders, including business units within DG HR and other members of the HR Family, such as a

growing number of EU institutions and agencies utilising the Commission's HR solutions.

Furthermore, the unit plays a pivotal role in the HR Digital Transformation programme. This

programme seeks to revolutionise the Commission's current HR IT landscape and that of its

partners. This ambitious transformation aims to establish an HR IT platform that will spearhead the

WE PROPOSE

To support the unit’s activities, we propose a position for a Finance and Contracts Assistant who

will provide administrative, financial and contractual support and contribute to the coordination of

activities related to the interinstitutional charge -back for the services offered by the unit.

The successful candidate will work under the supervision of the Deputy Head of Unit in charge of

Governance, Finance and Compliance, in close cooperation with colleagues in the unit, DG HR

stakeholders and interinstitutional partners. The jobholder will contribute to the smooth and

efficient handling of budgetary, contractual and administrative procedures and help ensure a high -

quality follow -up of financial files, correspondence and document management.

The main responsibilities will include:

- contributing to the implementation of the charge -back policy and acting as contact point

for related financial matters;

- supporting the preparation and follow -up of service level agreement, costing fiches, pre -

information notices and related exchanges;

- providing financial and administrative support to the management and the teams of the

unit;

- supporting the management of the IT budget plan, contracts, procurement -related files,

invoices, timesheets and payments;

- preparing and verifying financial and contractual documents;

- providing support and guidance on administrative and financial procedures to colleagues

WE LOOK FOR

We are looking for one candidate with proven experience in finance, budget, contracts and

administrative support, ideally with at least 2 years of relevant professional experience.

The successful candidate should demonstrate:

- good knowledge of budgetary and financial rules and procedures;

- good understanding of contract management and related administrative processes;

- experience in handling financial and contractual files with accuracy and reliability;

- strong organisational skills and the ability to manage multiple tasks and deadlines in a

structured manner;

- very good analytical, drafting and communication skills, with a strong sense of

➢ Am I eligible to apply?

You must meet the following eligibility criteria when you validate your application :

Our rules provide that you can only be recruited as a contract agent at the European Commission if

you :

General criteria:

- Are a citizen of a Member State of the EU and enjoy full rights as a citizen ;

- Have fulfilled any obligations imposed by applicable laws concerning military service;

- Are physically fit to perform the duties linked to the pos ition ;

- Produce the appropriate character references as to suitability for the performance of the

duties .

- Have passed a n EPSO CAST in the relevant Function Group for this position . At the stage of

the application, it is sufficient to be registered in the EPSO CAST data base.

Qualifications:

(a) Have a level of post -secondary education attested by a diploma OR

(b) a level of secondary education attested by a diploma giving access to post -secondary

education, and appropriate professional experience of at least three years .

Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by

the Ministry of Education) will be accepted.

Languages:

- have a thorough knowledge (minimum level C1) of one of the 24 official languages of the

EU 1

- AND have a satisfactory knowledge (minimum level B2) 2 of a second official language of

the EU , to the extent necessary for the performance of the duties.

Salary at this grade

Basic monthly salary at FGIII runs from €3,476 (step 1) to €3,932 (top step), giving an annual range of roughly €41,712 to €47,184 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €556 per month at step 1 of FGIII) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of FGIII, gross monthly basic salary on the Contract Agents grid is €3,476. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €556 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €145) and the EU pension contribution (~10.3%, €415). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €417 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €3,055 per month, or about €36,657 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
