The Unit MENA.A.3 "Economic Analysis, Business Development and Financial Instruments" is located

in Brussels, Belgium. The Unit contributes to the priorities of the Directorate "North Africa" (MENA.A)

and of the DG, in support to public and private investments aligned with EU priorities in North Africa

and the Middle East, through two main pillars:

1) the management of EU financial instruments (blended finance and budgetary guarantees).

2) the coordination of DG MENA structured approach for engagement with the private sector.

The Unit works in close coordination with geographic and thematic units within the Directorate and

in DG MENA and will progressively set up and manage the MENA Investment Platform for blended

finance and budgetary guarantees.

The Unit is currently composed of 15 staff members organised in two sectors. The Unit coordinates

the deployment of approximately EUR 10 billion of EFSD+ guarantees in the MENA region.

WE PROPOSE

We offer an interesting and challenging position of Policy Officer, available as of 01/01/2027.

The selected candidate will contribute, under the supervision of an official, to the implementation

of the Global Gateway Strategy in the Mediterranean mainly through an increased engagement

with the EU’s private sector.

Moreover, the candidate will:

- Contribute to the implementation of DG MENA’s Private Sector Engagement Strategy and

related financial instruments.

- Contribute to sector analysis and other thematic analyses.

- Contribute to definition of private sector investment strategies in cooperation with the

geographical units and EU Delegations.

- Contribute to the policy dialogue with the partner countries, donors and other relevant

stakeholders in all areas of relevance.

- Contribute to the assessment and selection of proposals concerning investments and

private sector support, in cooperation with the international finance institutions (IFIs),

geographical units and EU delegations.

- Manage contracts related to private sector investment under the framework of EU financial

instruments.

- Monitor of the private sector strategy implementation in DG MENA, also in relation of work

of other line DGs; provide policy advice.

- Maintain regular contacts with the Commission Delegations in DG MENA countries.

- Ensure good and effective contacts with all relevant stakeholders, including national

authorities and institutions, as well as relevant Commission Directorates General.

- Assist Commission representatives in relevant donor and other stakeholder meetings (e.g.

IOs and IFIs, including OECD, World Bank, IMF, UN etc.) NGOs and other local non-state

actors.

- Facilitate and contribute to steering of seminars, workshops and other stakeholder

meetings on specific subjects relevant to the above.

- Contribute to the organisation of network meetings among DG MENA and EU Delegations'

desks working on the above issues.

- Correctly apply the Commission's document management rules to the documents for which

the job holder is responsible, following the instructions of the HoU and with the help of the

DMO correspondent in the unit; ensure in particular the correct registration and filing of

documents.

WE LOOK FOR

The jobholder will work under the supervision of the Team Leader for the implementation of DG

MENA private sector engagement strategy. The job requires a motivated and responsible

professional with previous experience in economic analysis; analysis of investment trends;

contributing to the design of private sector engagement strategies.

Knowledge of EU financial instruments and knowledge and experience in the EU external assistance

and project management would be an asset.

Work experience in developing countries (incl. in EU delegation) would be an asset.

Good oral and written communication skills are essential.

Advanced knowledge of Excel and data management tools is an advantage.

1. Selection

 Am I eligible to apply?

You must meet the following eligibility criteria when you validate your application :

Our rules provide that you can only be recruited as a contract agent at the European Commission if you:

General criteria:

- Are a citizen of a Member State of the EU and enjoy full rights as a citizen;

- Have fulfilled any obligations imposed by applicable laws concerning military service;

- Are physically fit to perform the duties linked to the position;

- Produce the appropriate character references as to suitability for the performance of the duties.

- Have passed an EPSO CAST in the relevant Function Group for this position. At the stage of the application, it is sufficient to be registered in the EPSO CAST data base.

Qualifications:

(a) Have a level of education which corresponds to completed university studies of at least three years attested by a diploma.

Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the Ministry of Education) will be accepted.

Languages:

- have a thorough knowledge (minimum level C1) of one of the 24 official languages of the EU 2

- AND have a satisfactory knowledge (minimum level B2) 3 of a second official language of the EU, to the extent necessary for the performance of the duties.

2. Recruitment

The candidate selected for recruitment will be requested to provide documentary evidence in support of the statements made in the database and, where relevant, the call for interest.

 Type of contract and working conditions

The place of employment will be in Brussels.

The successful candidate will be engaged as a contract agent under Article 3(b) of the

Conditions of Employment of Other Servants , in function group FG IV. General information on

The grade or proposed grade range, as well as the step in that grade, will be defined on the basis of the candidates’ previous professional experience, in accordance with Commission Decision

C(2017)6760 laying down the criteria applicable to classification in step on engagement.

Salary at this grade

Basic monthly salary at FGIV runs from €4,449 (step 1) to €5,034 (top step), giving an annual range of roughly €53,388 to €60,408 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €712 per month at step 1 of FGIV) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of FGIV, gross monthly basic salary on the Contract Agents grid is €4,449. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €712 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €186) and the EU pension contribution (~10.3%, €532). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €533 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €3,911 per month, or about €46,926 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families. Step increases are automatic every two years (Art. 44); grade promotion is competitive, based on the appraisal exercise (Art. 45) and the Career Development Review.
