WE ARE
DG CONNECT develops and implements policies to make Europe fit for the digital age. We invest in
research, innovation, deployment and uptake of trustworthy and green digital technologies that
improve our economy and people’s lives. Through funding, legislation and policy initiatives, we help
ensure European leadership and independence in critical digital technologies and promote the EU’s
human-centric model of an innovative, fair and sustainable digital transformation of society. Unit
CNECT.C.1 “High Performance Computing and Applications” implements the EU’s HPC strategy and
supports strategic EU-wide HPC applications, notably the Destination Earth initiative, developing a
highly accurate digital model of the Earth. The unit also supports the development of the European
Open Science Cloud (EOSC) and collaboration of European National Research and Education
Networks (NRENs) through GÉANT.
The High-Performance Computing (HPC) strategy is at the heart of the DG’s digital policy and is
growing in importance in the context of the Commission’s latest Tech Sovereignty Package. The unit
is responsible for the definition and development of the DG’s strategy and policy on HPC and AI
infrastructures, whereas the administrative implementation of the HPC activities is delegated to the
EuroHPC Joint Undertaking. Nevertheless, it is the responsibility of the unit of representing the
parent DG, DG CONNECT, to monitor the compliance of the Joint Undertaking and the progress of
the actions it implements, and provide assistance and guidance where necessary. The Joint
Undertaking’s activities range from R&I actions to the procurement, deployment and provisioning of
services of HPC supercomputers and quantum computers. In this context, the unit contributes to the
implementation of the 2024 AI Innovation Package by overseeing the setting up of AI Factories. In
addition, the unit is also contributing to the development and implementation of the European
Chips Act 2 and the CADA. The unit provides input and expertise for the high-end technologies, i.e.
HPC microprocessors, including the Open Risc-V technology.
WE PROPOSE
Unit C.1 of DG CONNECT is seeking to hire one policy officer.
We offer a unique, challenging and very interesting position as Policy Officer to play a key role in
the implementation of the HPC strategy. The work will mainly focus on policy implementation and (Reference: Call for interest EC.2026.CNECT.450746)
development, in particular with respect to the evolution of the European HPC strategy along the
new political and technological challenges and the follow-up of the implementation activities of the
EuroHPC JU, specifically relating to the implementation of the AI Factories and AI Gigafactories. The
position entails significant amount of drafting of briefing, speeches, inputs for adjacent units. The
position will also involve responsibility for increasing international activities of the unit, including
for the HPC strategy and Destination Earth.
The work will entail frequent contacts with the EuroHPC JU and colleagues across the DG, with
external stakeholders from academia, industry and Member States, and other services from the
Commission (e.g. EIC, GROW, RTD, INTPA, MENA, ENEST).
WE LOOK FOR
We are looking for an enthusiastic candidate with a good understanding of computing technologies
(including software and applications) and markets (HPC and/or AI and/or cloud), with a keen interest
in shaping the EU policy in these domains. Although not strictly necessary, a degree in computer
science, IT engineering, electrical engineering, telecommunication engineering, software
engineering, or other degrees related to information and communications technologies (ICT), as well
as private-sector experience in these areas, would be significant assets.
Special emphasis will be laid on the capacity of the candidate with strong demonstrated (tech)
policy drafting skills, with a sound political judgment, and the potential to develop a good
understanding of the HPC computing ecosystems in Europe. Previous project management, user
outreach and international tech relations experience are a significant advantage.

Salary at this grade
Basic monthly salary at FGIV runs from €4,449 (step 1) to €5,034 (top step), giving an annual range of roughly €53,388 to €60,408 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.
Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €712 per month at step 1 of FGIV) together with household, dependent-child, and education allowances where applicable.
