WE ARE

The mission of the Directorate-General for International Partnerships (DG INTPA) is to contribute to

sustainable development, poverty eradication, peace and the protection of human rights, through

international partnerships that defend and promote European values and interests.

INTPA.R2 is coordinating the implementation of the Corporate Management/Strategic, Planning and

Programming cycle, as well as the associated reporting; preparing the adoption of the General Budget

and supervising its implementation, together with the European Development Fund and the EU Trust

Funds; programming and following up on the use of administrative expenditures; supporting the use of

accrual accounting, establishing the annual accounts, defining and implementing a quality plan for

budgetary and accounting data, ensuring financial and statistical reporting; managing the institutional

reporting; developing, managing and promoting reporting tools that guarantee the single source of

truth of financial data and that support official reporting requirements. The recruiting sector is in

charge of the Global Gateway reporting.

WE PROPOSE

We offer a role of policy officer and the opportunity to be part of a friendly unit where you will have

interesting and varied work.

In this position, under the supervision of a head of sector and in coordination with other staff member,

you will provide support for the production of financial and statistical data on the implementation of

the “Global Gateway”. The reporting covers direct contributions and investments mobilised by the

European Union, the Member States and financial institutions such as the European Investment Bank

and the European Bank for Reconstruction and Development as part of the “Team Europe” approach.

WE LOOK FOR

We are looking for a dynamic and well organised colleague who can work independently and proactively to deadlines while also working collegially with others in the unit and other services.

The successful candidate will have a proven professional experience of at least one year in the field of

public policies, external relations or development aid, in one or more of the following areas: (Reference: Call for interest INTPA/2026/504127)

- financial reporting,

- analysis or management of data bases,

- use of innovative financing instruments such as blending, financial instruments or budgetary

guarantees,

- policy coordination with the EU Member States, international organisations or development banks.

A successful experience in defining and implementing financial monitoring/reporting tools is an asset.

An experience in management control and data quality is an asset.

An experience in the follow-up or the implementation of the European Fund for Sustainable

Development (EFSD/EFSD+) or the Global Gateway is an asset.

A good knowledge of the EU rules and procedures related to financial circuits and budgetary

guarantees is an asset.

A good knowledge of the EFSD+ Tracking Tool and OPSYS is an asset.

We are also looking for

- a good knowledge of French and English

- good communication skills, both verbal and written

- the ability to work under pressure and managing several files in parallel while maintaining quality.

# 1. Selection

 Am I eligible to apply?

You must meet the following eligibility criteria when you validate your application :

Our rules provide that you can only be recruited as a contract agent at the European Commission if you:

General criteria:

• Are a citizen of a Member State of the EU and enjoy full rights as a citizen;

• Have fulfilled any obligations imposed by applicable laws concerning military service;

• Are physically fit to perform the duties linked to the position;

• Produce the appropriate character references as to suitability for the performance of the duties.

Qualifications:

(a) Have a level of education which corresponds to completed university studies of at least three years attested by a diploma.

Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the Ministry of Education) will be accepted.

Languages:

• have a thorough knowledge (minimum level C1) of one of the 24 official languages of the EU 2

• AND have a satisfactory knowledge (minimum level B2) 3 of a second official language of the EU, to the extent necessary for the performance of the duties.

 What about the selection steps?

The selecting unit chooses from the EPSO database 4 candidates with the appropriate profile and

invites them to an interview. For the interview a selection panel is set-up to assess the best candidates. Due to the large volume of applications that we may receive only candidates selected for the interview will be notified.

For operational reasons and in order to complete the selection procedure as quickly as possible in the interest of the candidates and of the institution, the selection procedure will be carried out in French and possibly in a second official language.

Salary at this grade

Basic monthly salary at FGIV runs from €4,449 (step 1) to €5,034 (top step), giving an annual range of roughly €53,388 to €60,408 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €712 per month at step 1 of FGIV) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of FGIV, gross monthly basic salary on the Contract Agents grid is €4,449. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €712 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €186) and the EU pension contribution (~10.3%, €532). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €533 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €3,911 per month, or about €46,926 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families. Career progression for FGIV staff is governed by Articles 44 to 46 of the Staff Regulations (consolidated text on EUR-Lex) and Annex IB on the promotion procedure. Step increases are automatic every two years (Art. 44); grade promotion is competitive, based on the appraisal exercise (Art. 45) and the Career Development Review. For roles at INTPA - International Partnerships, within Function Group IV the move from grade 13 to grade 16 takes roughly nine to twelve years; reclassification to a Temporary Agent or AD post is the longer-term ladder.
