WE ARE
A policy-relevant and stimulating team that drives the strategic analysis of the Framework Programme for Research and Innovation (R&I) – Horizon Europe – and supports the development of innovation-friendly legislation. We design the Framework Programme's impact assessments and evaluations, in line with the Commission's Better Regulation approach, and we draft the resulting Staff Working Documents and Commission Communications in cooperation with other Commission services. We also represent our DG in interinstitutional negotiations on the European Competitiveness Fund and the Budget Performance Framework.
We are a friendly and motivated team, which empowers its members. In particular, we:
# • design and perform Horizon Europe evaluations and impact assessments;

WE PROPOSE
A challenging, rewarding and visible position as a policy analyst in the area of research and innovation, with the overall aim of achieving a better evidence-based European research policy. The position has a strong analytical, policy and coordination dimension.
In particular, the colleague will work to design and implement the strategic analysis of public
support to research and innovation along the full policy cycle, from impact assessments to evaluations and monitoring activities. They will also analyse the larger policy context in which the research and innovation programme operates.
The colleague will support the completion of the performance indicator framework of Horizon
Europe, the “Key Impact Pathways”. They will help define the requirements for data collection and processing, working closely with data teams, policy units and external experts.
The colleague will also use programme monitoring tools and other info sources to prepare
quantitative and qualitative policy analyses, studies and reports supporting the design, monitoring and evaluation of EU research and innovation policies. The analysis will be tailored to both internal and external audiences, helping to improve understanding of EU research and innovation programmes and to communicate the impact of EU-funded R&I on science, society, and the economy.
Finally, the new colleague will need to collaborate and facilitate work with key units from our
Directorate-General and Executive Agencies to ensure that the setup of IT data tools take into account business needs and that our programme monitoring framework effectively feeds back to policy and programme design.
The new colleague will have the opportunity to publish their analyses on our website and present
their work at conferences, workshops and interinstitutional meetings.

Salary at this grade
Basic monthly salary at FGIV runs from €4,449 (step 1) to €5,034 (top step), giving an annual range of roughly €53,388 to €60,408 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.
Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €712 per month at step 1 of FGIV) together with household, dependent-child, and education allowances where applicable.
