WE ARE

The Directorate-General for Health and Food Safety (DG SANTE) aims to give Europeans the peace of mind that comes with access to healthcare, safe food and protection against epidemics and diseases. Our goal is to build and maintain Europe’s high standards on food and feed safety, food sustainability, animal and plant health, and deliver the most affordable, accessible and high-quality health systems.

Unit SANTE.F5 - Health Protection is one of the units in Directorate F (Health and Food Audits and Analysis) of DG SANTE. The Directorate is based in Grange, Co. Meath, Ireland.

The unit is responsible for carrying out, in the area of Health Protection, joint assessments, audits and other tasks concerning the control and monitoring of the applicable standards. At present, the responsibilities of the unit cover medical devices, antimicrobial resistance, active pharmaceutical ingredients for human use, clinical trial for human medicines and veterinary medicinal products. The unit will also cover substances of human

The implementation of Regulation (EU) 2017/745 on medical devices and Regulation (EU) 2017/746 on in-vitro diagnostic medical devices is a key priority for the European Commission and Member States, and joint assessments are a legal obligation under these Regulations. The goal of joint assessments is to contribute to ensuring that only appropriately resourced and adequately performing notified bodies certify medical devices and in-vitro diagnostic medical devices.

Each joint assessment is carried out by the concerned national authority together with a joint assessment team composed by Commission experts/auditors and, at least, two national experts. An on-site assessment is part of the overall assessment process of: i) conformity assessments bodies, in the context of their designation, and ii) notified bodies, in the context of their re-assessment and extension of their scope of designation. 4

WE PROPOSE

A post of control expert - assessor in Unit SANTE.F5.

The jobholder's main task is to participate in joint assessments in the field of medical devices, as well as in other related activities of the medical devices team including, in particular, the liaison with the corresponding policy unit and the organisation of training for Member States’ experts .

In addition, the jobholder is expected to contribute to the work in other areas covered by the unit, on a needs-basis.

WE LOOK FOR

1. A colleague to carry out joint assessments of conformity assessment/notified bodies in the area of medical devices, and related activities. The successful candidate should therefore be a graduate in a discipline such as bio-medical engineering, medicine, pharmacy, bio-medical sciences, veterinary science, or equivalent.

2. At least 5 years of work experience in medical devices’ regulatory aspects, including clinical

investigations, classification/borderline cases, vigilance and compliance. Of which, at least 3 years of work experience must refer to medical devices technical documentation assessments and/or clinical evaluation reviews.

3. Work experience participating in audit teams carrying out audits of medical devices manufacturers would be desirable. Whereas candidates having participated as assessor/national expert in joint assessment teams assessing notified bodies/conformity assessment bodies in the area of medical devices would have an advantage.

4. The above-mentioned work experience (points 2. and 3. above) could have been gathered at different levels, for instance, in a national/international authority/regulator, designating authority, notified body and/or manufacturer. Nevertheless, she/he must possess acomprehensive knowledge of the EU legislative framework governing the area of medical devices.

5. The successful candidate must be a committed and motivated individual, with a strong capacity for teamwork and the flexibility necessary to lead and/or participate in regular as well as urgent/unexpected on-site assessments (or other similar activities). The jobholder is expected to carry out up to 10 on-site assessments per year, lasting usually 1 week or slightly more.

6. The successful candidate must demonstrate analytical and information technology skills, that would allow her/him to correlate and compare information from different sources.

7. The successful candidate must demonstrate pragmatism, as well as empathy and sociability skill, that would allow her/him to establish a good rapport with the staff at the conformity assessment/notified bodies and at the corresponding designating authority. 5

Qualifications:

In order to be recruited for this position, you must have at least a level of education which corresponds to completed university studies of at least 3 years attested by a diploma.

Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the Ministry of Education) will be accepted. Furthermore, before recruitment, you will be required to provide the documents that corroborate the eligibility criteria (diplomas, certificates and other supporting documents).

Salary at this grade

Basic monthly salary at AD5 runs from €6,153 (step 1) to €6,961 (top step), giving an annual range of roughly €73,836 to €83,532 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €984 per month at step 1 of AD5) together with household, dependent-child, and education allowances where applicable.
