Job Purpose

The IRSI Team promotes EIOPA’s role, business strategy and activities towards all European institutions and bodies, and external stakeholders, including through regular contacts, meetings and other engagements. The team is furthermore responsible for EIOPA’s governance by professionally managing – through sound processes – the smooth running of EIOPA’s decision making bodies and internal Senior Management meetings. The Team also ensures the coordination of EIOPA’s Stakeholder Groups and the efficient cooperation with the other European Supervisory Authorities through the Joint Committee. The Team provides strategic advice to EIOPA’s Senior Management (i.e. EIOPA Chairperson and Executive Director) on all institutional and governance matters, pointing out risks and opportunities relating to the achievement of EIOPA’s strategic objectives.

Main Responsibilities

·Contribute to the preparation and implementation of activities that support the Authority’s positioning within the European institutional and policy framework, including analysis of and input to key legislative and non-legislative dossiers.

·Deepen institutional relations by identifying and engaging with relevant stakeholders as well as contributing to the design and delivery of outreach activities.

·Coordinate the preparation of briefings and draft high quality speaking points for meetings involving the Chairperson and/or the Executive Director.

·Assist the Chairperson and Executive Director in maintaining and further developing strategic relationships, thereby enhancing the Authority’s visibility, credibility and reputation.

·Monitor and analyse developments within the assigned area of work, identifying proactively and articulating relevant trends, opportunities, risks, and challenges.

·Proactively contribute to team discussions by bringing forward ideas, insights, and constructive input, demonstrating engagement and initiative.

·Contribute to internal strategic and operational planning processes, including by providing analytical and concise input and supporting the development of team priorities.

·Perform any other duties as required in line with the responsibility of the role.

Eligibility Criteria

- Thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union; - Be a national of a Member State of the European Union, Norway, Iceland or Liechtenstein; - Be entitled to their full rights as a citizen; [1] - Have fulfilled any obligations imposed by the applicable laws on military service; - Be physically fit to perform the duties linked to the post; [2]

[1] Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record.

[2] Before being engaged, a candidate shall be medically examined by one of the institution’s medical officers in order that the institution may be satisfied that he fulfils the requirements of Article 12 (2)(d) of the Conditions of Employment of Other Servants of the European Communities.

Essential Skills and Knowledge

·Qualification:

a.a level of education which corresponds to completed university studies, preferably in economics, law, social sciences, European studies, international relations, political sciences, or similar, attested by a diploma, when the normal period of university education is four years or more; or

b.a level of education which corresponds to completed university studies, preferably in economics, law, social sciences, European studies, international relations, political sciences, or similar, attested by a diploma and appropriate professional experience of at least one year, when the normal period of university education is at least three years;

·At least three years of proven full-time professional experience, acquired after the qualification required under a) or b) above, in at least one of the following areas:

a.government affairs, public affairs, or institutional relations involving engagement with European Union institutions, bodies, offices and agencies and/or national public authorities – acquired in public or private sector;

b.stakeholder engagement, stakeholder management and relationship building;

c.EU policy development, coordination and implementation;

d.monitoring, analysing and reporting on regulatory, legislative and/or public policy developments;

e.drafting briefings, speeches, position papers or other strategic documents for senior management or decision makers.

Note: Your professional experience will be counted from the time you obtained the certificate or diploma required for admission to the selection procedure. Part-time work will be taken into account in proportion to the stated percentage in relation to full-time work. In case of internship, only paid internship is considered. In case of a doctorate/PhD 50% of the actual duration of the studies will be taken into account as professional experience, subject to an upper limit of three years, on the condition that the candidate was paid during the period of his/her PhD studies, the PhD studies have been completed and a diploma was awarded.

·Excellent English written and oral communication skills including the ability to produce tailored material for different audiences.

Salary at this grade

Basic monthly salary at FGIV runs from €4,449 (step 1) to €5,034 (top step), giving an annual range of roughly €53,388 to €60,408 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €712 per month at step 1 of FGIV) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of FGIV, gross monthly basic salary on the Contract Agents grid is €4,449. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €712 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €186) and the EU pension contribution (~10.3%, €532). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €533 per month here.
Frankfurt carries a correction coefficient of 99.2% (Article 64 of the Staff Regulations), so the net is multiplied by 0.99 to reflect the local cost of living. On those assumptions take-home pay is approximately €3,879 per month, or about €46,551 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
