Job Purpose

Major purpose

EIOPA is launching a call for candidates with the intention to create a reserve list of candidates. The successful candidate will be a member of EIOPA’s Consumer Protection Department, which consists of two teams a unit: the Conduct of Business Policy Team and the Conduct of Business Oversight Team and the Digital Transformation Unit.

The successful candidate will organisationally belong to one of the two teams, and the majority of tasks will pertain to the activities formally being part of the portfolio of that team. However, flexibility will be required so that some tasks will come from the other team sometimes in the form of joint projects.

As a member of the Conduct of Business Policy Team, the Expert will be expected to provide advice with regard to deliverables under the EU Retail Investment Strategy such as implementing measures relating to amendments of the Insurance Distribution Directive (IDD) and the Regulation on Key Information Documents for Packaged Retail and Insurance-based Investment Products (PRIIPs), either in the format of technical advice and technical standards to the European Commission, and EIOPA Guidelines. Policy work is also conducted, for instance, in relation to the follow-up to supervisory convergence work such as thematic reviews or mystery shopping. All activities are evidence-based with a view to ensuring smart regulation and supervisory standards.

As a member of the Conduct of Business Oversight Team, the Expert will be expected to work on new supervisory convergence, risk assessment and oversight tasks arising from the Retail Investment Strategy such as development of Union supervisory value for money benchmarks, monitoring the use of national value for money benchmarks, participating in Cross-Border Collaboration Platforms of national competent authorities (NCAs) or Joint Onsite Inspections together with other NCAs concerned in the home or host Member State. While the Expert in the longer text is expected to focus on Oversight work arising from the Retail Investment Strategy, in an initial phase the Expert may also be tasked to support the Conduct of Business Policy Team in providing advice with regard to the specific policy deliverables envisaged under the EU Retail Investment Strategy.

Main Responsibilities

- As part of the Conduct of Business Policy Team, driving forward EIOPA’s policy agenda on conduct of business regulatory files, based on handling data in various formats including by means of surveys to relevant stakeholders. Deliverables will be in the form of technical advice, technical standards, reports, opinions, guidelines or best practice reports. - As part of the Conduct of Business Oversight Team, driving forward EIOPA’s work on conduct of business supervision to ensure that insurance and pension products deliver value for money for consumers across the EU. This is done through market monitoring activities to identify and monitor risks in the market, using tools such as EIOPA’s value for money benchmarks and retail risk indicators, consumer reports and surveys, thematic reviews and mystery shopping; - Assisting in advising EIOPA’s decision-making bodies in the field of conduct of business regulation and supervision; - Within own areas of expertise, contributing technical advice to internal stakeholders and national supervisory authorities; - Liaising with internal and external stakeholders (EIOPA staff members, EIOPA Working Groups and Committees, national supervisory authorities and industry); - Working across the Consumer Protection Department and EIOPA as a whole; - Participating and representing EIOPA in different international fora; - Any other tasks as required.

Eligibility Criteria

- Thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union; - Be a national of a Member State of the European Union, Norway, Iceland or Liechtenstein; - Be entitled to their full rights as a citizen; - Have fulfilled any obligations imposed by the applicable laws on military service; - Be physically fit to perform the duties linked to the post.

Before being engaged, a candidate shall be medically examined by one of the institution’s medical officers in order that the institution may be satisfied that he fulfils the requirements of Article 12 (2)(d) of the Conditions of Employment of Other Servants of the European Communities.

Essential Skills and Knowledge

- Qualification:

a) a level of education which corresponds to completed university studies, preferably in Economics, Actuarial Studies, Political Science, Law, or a related field attested by a diploma, when the normal period of university education is four years or more; or

b) a level of education which corresponds to completed university studies, preferably in Economics, Actuarial Studies, Political Science, Law, or a related field attested by a diploma and appropriate professional experience of at least one year, when the normal period of university education is at least three years.

- Have at least three years of proven full-time professional experience in a field relevant for this position acquired after the qualification required under a) or b) above;

Note: Your professional experience will be counted from the time you obtained the certificate or diploma required for admission to the selection procedure. Part-time work will be taken into account in proportion to the stated percentage in relation to full-time work. In case of internship, only paid internship is considered. In case of a doctorate/PhD 50% of the actual duration of the studies will be taken into account as professional experience, subject to an upper limit of three years, on the condition that the candidate was paid during the period of his/her PhD studies, the PhD studies have been completed and a diploma was awarded.

Desirable Skills and Knowledge

- Proven work experience in a multicultural environment; - Work experience in a public institution or a trade association e.g. an Industry or Consumer association, dealing with consumer protection policy issues relating to retail financial services; - Work experience in the insurance and/or pensions industry, particularly in the area of product development; - Work experience in financial conduct of business regulation or supervision; - Proven experience in using EIOPA’s supervisory tools either envisaged in EIOPA’s Founding Regulation or developed by EIOPA; - Knowledge of EU financial services law, in particular familiarity with EU Directives in the insurance and pensions sectors. - Knowledge of a third EU language.

Salary at this grade

Basic monthly salary at AD6 runs from €6,961 (step 1) to €7,876 (top step), giving an annual range of roughly €83,532 to €94,512 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €1,114 per month at step 1 of AD6) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of AD6, gross monthly basic salary on the Administrators grid is €6,961. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €1,114 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €291) and the EU pension contribution (~10.3%, €832). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €834 per month here.
Frankfurt carries a correction coefficient of 99.2% (Article 64 of the Staff Regulations), so the net is multiplied by 0.99 to reflect the local cost of living. On those assumptions take-home pay is approximately €6,069 per month, or about €72,833 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
