Contract Agents are the most flexible hiring category in the EU workforce and the route through which the largest share of non-permanent staff enter EU institutions. Governed by Title IV of the CEOS (Articles 3a, 3b, and 79-119), Contract Agents are split into four function groups (FG I, II, III, and IV) that map to different educational levels and salary bands. The Commission alone employs over 8,000 Contract Agents in support, project, and policy roles; the EU agencies use FG IV positions extensively for specialist work. Selection happens either through the permanent CAST (Contract Agent Selection Tool) database managed by EPSO or through ad-hoc procedures run by the recruiting service. If you have a few years of relevant experience and want to start working for the EU institutions within 3-6 months rather than waiting through an 18-month EPSO competition, the Contract Agent route is usually the fastest legal door in. Contract Agents are non-permanent staff engaged under Title IV CEOS. Two legal bases exist: Article 3a covers Contract Agents working in EU institutions outside their headquarters (representations, delegations, the JRC sites, agencies); Article 3b covers Contract Agents engaged to replace officials or temporary agents temporarily unable to perform their duties, or to provide additional capacity for short-term tasks. Article 3a is the dominant category for what most people call "a CA job": a multi-year contract supporting policy work, IT systems, financial management, or communications. Contract Agents are organised into four function groups defined in CEOS Article 80: FG I (manual and support tasks, no diploma required), FG II (clerical, secretarial, and operational tasks requiring a secondary-school diploma), FG III (administrative, drafting, accounting, and technical tasks requiring a post-secondary diploma or three years of relevant experience), and FG IV (administrative, advisory, linguistic, and equivalent technical tasks requiring a university degree of at least three years plus relevant experience). Each function group has its own salary band defined in Annex I.B of the CEOS.
Most Contract Agent recruitment in the central institutions and EU agencies starts from the CAST permanent database. EPSO runs CAST calls, and "CAST Permanent" is the headline procedure, that test general competences (verbal, numerical, abstract reasoning) and a job-related competency for the function group and broad profile ("administration", "finance", "audit", "ICT", "law", "communication", "project/programme management", "secretarial"). Candidates who pass the threshold are placed in the CAST database, which is then searched by recruiting services. When a service has a vacancy, it queries CAST for candidates matching the function group, profile, and language requirements, contacts shortlisted candidates, runs an interview (often a single competency-based interview, sometimes a written test), and offers a contract to the selected candidate. Agencies also run ad-hoc Contract Agent procedures (FG IV in particular) for specialist roles where CAST does not give enough candidates. These procedures look similar to Temporary Agent selection but result in a Contract Agent contract on the lower CA salary grid.
Contract Agent basic salaries are defined in Annex I.B of the CEOS and are significantly lower than those of officials and Temporary Agents on the AD/AST grid. Approximate starting basic salaries (Brussels reference, before correction coefficient): FG I ranges from about €2,070 (Grade 1/1) to €2,328 at the top of grade 3; FG II from €2,135 to €3,419 across grades 4-7; FG III from €2,818 to €4,520 across grades 8-12; FG IV from €4,065 to €7,475 across grades 13-18. Within each grade, Contract Agents progress through steps every two years. Importantly, Contract Agents are entitled to the same allowances as officials and Temporary Agents (the 16% expatriation allowance, the household allowance, the dependent child allowance at around €490/child/month, and the education allowance) and to the same JSIS health cover. Contract Agents also accrue pension rights and become eligible for the EU pension after 10 years of service, on a pro-rata basis for shorter periods. An Article 3a Contract Agent contract is normally signed for an initial period of between three months and five years and can be renewed once for a further fixed term not exceeding five years. After a second renewal, the contract becomes indefinite (CEOS Article 85(1)), but only for Article 3a Contract Agents, not for the more restricted Article 3b category, which is capped at six years cumulative. Article 3b Contract Agents (interim/replacement) face a hard six-year ceiling regardless of renewals, after which they cannot be re-engaged on a 3b basis in the same institution. Promotion within a function group is by reclassification: after a minimum number of years in a grade (typically two to four years depending on the function group) and a satisfactory appraisal, a Contract Agent can be reclassified to the next grade within the same FG. Moving between function groups (FG II → FG III, FG III → FG IV) requires a new selection procedure, usually by participating in a new CAST call at the higher function group. Converting from Contract Agent to permanent official requires passing an EPSO open competition; many officials began their EU career as a Contract Agent.
Contract Agent positions are an excellent entry point if you are early in your career, have one to five years of professional experience, hold an EU member-state nationality, and want to start working for an EU institution within months rather than years. FG IV in particular is competitive for university-educated specialists in law, finance, ICT, audit, and project management. The honest limitations: the salary at FG II and FG III is materially lower than the equivalent AD grade for officials doing similar work, a frequent source of complaint in staff-committee surveys, and your career ceiling within Contract Agent grades is below what an Administrator on AD can reach. If you want to convert to official status, plan from the start to take an EPSO competition; the experience you accumulate as a CA counts towards the EPSO eligibility years. Contract Agents have the same rights as officials in terms of social protection, pension, JSIS, and family allowances, which makes the category a reasonable long-term home for staff who value flexibility over the highest pay grade.
Officials are recruited through EPSO open competitions, hold tenured posts on the AD/AST salary grid, and follow the Staff Regulations. Contract Agents are recruited under Title IV CEOS, either from the CAST permanent database or via ad-hoc procedures, are placed in one of four function groups (FG I-IV), receive a fixed-term contract that can become indefinite after the second renewal, and are paid on the lower Annex I.B grid. Both categories receive the same allowances, JSIS health cover, and accrue pension rights, but the basic salary and career ceiling are different. Contract Agent status is also faster to obtain, typically 3-6 months from CAST shortlist to contract signature.
An Article 3a Contract Agent contract becomes an indefinite-duration contract after the second renewal, typically after roughly 6 years of satisfactory service. "Indefinite" here means open-ended (no end date), not tenured official status: you remain a Contract Agent and you are still paid on the Contract Agent salary grid. To become a permanent official, you must sit and pass an EPSO open competition at the relevant grade. Article 3b Contract Agents (interim cover) have a hard cumulative ceiling of six years in the same institution and cannot move to indefinite under 3b.

Contract Agents are entitled to the expatriation allowance on the same conditions as officials: 16% of basic salary, paid to staff who were not habitually resident in or did not carry out their main occupation in the country of duty during the five years before recruitment. The same alternative "foreign residence allowance" (around 4% of basic salary) applies to staff who do not qualify for full expatriation but who are nationals of a different EU member state from the duty station. The household allowance, dependent child allowance, and education allowance also apply to Contract Agents.
