The [Economics Department](https://www.oecd.org/en/about/directorates/economics-department.html) (ECO) leads co-ordinated, innovative, international action with respect to the OECD’s work on economic policy, both international and domestic. The Department implements the priorities of the Programme of Work and Budget (PWB) set by Member Countries and the Secretary-General in its area of business.

The Economics Department aims at enhancing economic performance in Member and non-Member countries through sound and innovative policy advice with a view to seeking an inclusive and durable increase in living standards. It deals with a wide array of policy areas combining macro-economic management, with a strong emphasis on structural policy issues to address policy objectives covering material well-being, social concerns and green aspirations. Its policy advice is derived from a variety of sources such as country surveillance, cross-country benchmarking and evidence derived from empirical research. Much of the Economics Department’s policy analysis and advice is provided as input to committee-based peer review and multilateral surveillance processes and contributes to the overall OECD mission. The Economics Department interacts with several other OECD directorates working in specific policy fields.

The[Economics Department](https://www.oecd.org/en/about/directorates/economics-department.html)is launching a pooled recruitment campaign for Economists to identify candidates for ongoing needs in the Department. Several positions will be opened with a focus varying from structural and macroeconomic projects of a cross-country nature to country analysis. The work entails economic and econometric analyses and drafting papers on diverse policy issues arising in fields covered by the Economics Department.

The selected candidate will work under the supervision of a Head of Division and/or a Senior Economist. S/he will be expected to interact with a broad array of stakeholders, including governments, non-governmental organisations, other international organisations and academics and of course other OECD Directorates.

Main Responsibilities

Analysis, forecasting and drafting

* Carry out cross-country or single-country economic and econometric analyses of issues of current policy relevance. The topics covered will vary through time according to the Department’s Programme of Work, and will include both structural and macro-economic issues, in the short or medium term, related to OECD Member countries and some non-Member economies. * Contribute to the semi-annual forecasting round of the Department. Participate in the development and maintenance of the analytical apparatus of the Department by identifying areas in which empirical work is necessary. Contribute to the work done elsewhere in the Department in the relevant areas. * Draft reports and articles on economic developments and policy issues for inclusion in the Department's documentation (Working Papers, Economic Surveys, Economic Outlook, Going for Growth, Policy notes, Economic Studies and Monographs) and for briefing senior officials. Prepare draft press releases on specific subjects, as required. * Work collaboratively data scientists, statisticians and/or trainees, providing them with guidance as needed.

Liaison, Dissemination and Representation

* Foster collaboration among the relevant policy communities both within and external to the Economics Department. Seek new synergies with other Directorates of the OECD and represent the Department at inter-Directorate level meetings, when required. * Maintain contacts with officials in national administrations, other international organisations and country Delegations. * Keep informed of economic policy developments in Member countries and some non-Member economies, of latest research on econometric techniques and on developments in the academic literature. * Participate in missions to Member countries and some non-Member economies, as required, including to conferences. Disseminate working papers and OECD work to a wide array of audiences. * Develop social media communications to effectively promote ECO’s work.

Ideal Candidate Profile

Academic Background

* An advanced university degree (Masters, PhD), in economics or econometrics or related field.

Professional Background

* At least five years' experience in applied economic research and policy analysis, preferably acquired in an international organisation, government ministry, central bank, academia, relevant private sector organisations, NGO, think tanks or similar. * Strong knowledge of micro and macro-economic theory and policy. * Excellent econometric skills and familiarity with economic models, experience in data science and in using micro-data for policy analysis would be an asset. * Proven experience in carrying out applied technical and policy-oriented research. * A good publication record as well as experience in one or more areas relevant to the Economics Department's work (including macroeconomics, fiscal policy, structural reforms, labour markets, environmental economics or political economy), would be considered an asset. * Ability to adjust and simplify communication style to adapt to a diverse range of communities and backgrounds.

Career trajectory

Career progression for this grade staff is governed by Articles 44 to 46 of the Staff Regulations (consolidated text on EUR-Lex) and Annex IB on the promotion procedure. Step increases are automatic every two years (Art. 44); grade promotion is competitive, based on the appraisal exercise (Art. 45) and the Career Development Review. For roles at OECD, progression to the next grade typically takes three to five years on merit, with two-yearly step increases in between. Article 46 governs the classification at recruitment, which sets the starting step within the grade (usually step 1 for external recruits without prior EU service, step 2 or 3 where relevant professional experience is recognised).
Mobility within the institutions is encouraged via the inter-institutional and intra-institutional vacancy publication system: temporary agents who pass the probation period and reservists from EPSO laureate lists can typically apply to internal vacancies after one year of service. Lateral moves between Directorates-General reset the seniority clock for promotion only if the new post carries a different grade.

Language profile
