WE ARE

The Common Legal Support Service (CLSS) is part of Directorate RTD (Research & Innovation)/H "Common Implementation Centre" in the Directorate-General for Research and Innovation. It drafts the Rules for Participation of the Framework Programmes and ensures their coherent interpretation for all implementing bodies. It acts as a liaison between the R&I DGs and the Legal Service and DG BUDGET. It provides legal advice on the programme design and implementation, drafts legal acts, and provides support during inter-institutional procedures. It also drafts commission decisions and guidelines. The CLSS offers legal advice and support covering the entire project life cycle and complaints. In addition, it provides legal advice on horizontal issues such as legal procedures, international cooperation, intellectual property rights, ethics and research integrity, and inter-institutional matters.

WE PROPOSE

A dynamic and central administrative role as Secretary to the Head of Unit, providing executive support directly to the management and serving as the operational backbone of the unit to ensure seamless daily workflows and optimal resource management. Main responsibilities include strategically managing the Head of Unit’s daily schedule, anticipating priorities, coordinating meetings and organising missions (including booking arrangements and encoding in MIPS, internal tool for the management of the travels). This role acts as a central point of contact to streamline internal clerical workflows, foster smooth communication, and maintain operational efficiency across the entire team. Additionally, the position involves overseeing and following up on the lifecycle of incoming and outgoing official correspondence, ensuring precise archiving, tracking, and registration within the ARES application (document management tool). The chosen candidate will also provide essential backup support to the unit's other secretary by assisting with the management and follow up of Interservice consultations and briefing requests. Furthermore, the successful candidate may also be required, as necessary, to perform administrative tasks to provide back-up support to the Director's secretariat or the secretariats of other units within the Directorate.

WE LOOK FOR

A highly organized, resilient, and proactive professional with a solid administrative track record in executive assistance or advanced office management who thrives in a fast-paced, structured environment. The ideal candidate has a strong working knowledge of the European Commission’s administrative rules and procedures. Familiarity with corporate IT tools such as ARES (Document management), BASIS (Briefing tool), MIPS (Travels tool) and DECIDE (Decision-making tool) — or equivalent systems — would be considered a asset. Prior experience within a public administration or EU institution is highly valued. This role requires strong verbal and written communication skills in both English and French, with a natural talent for diplomacy, discretion, and teamwork. Candidates must demonstrate proven operational excellence, including the ability to work rapidly, accurately, and autonomously under tight deadlines while managing competing priorities. You must meet the following eligibility criteria when you validate your application :

Our rules provide that you can only be recruited as a contract agent at the European Commission if you:

General criteria:

• Are a citizen of a Member State of the EU and enjoy full rights as a citizen;

• Have fulfilled any obligations imposed by applicable laws concerning military service;

• Are physically fit to perform the duties linked to the position;

Qualifications:

Salary at this grade

Basic monthly salary at FGII runs from €2,715 (step 1) to €3,072 (top step), giving an annual range of roughly €32,580 to €36,864 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €434 per month at step 1 of FGII) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of FGII, gross monthly basic salary on the Contract Agents grid is €2,715. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €434 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €113) and the EU pension contribution (~10.3%, €324). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €325 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €2,386 per month, or about €28,632 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
