WE ARE

The Secretariat of the Ukraine Donor Platform (https://ukrainedonorplatform.com) supports the

Platform and its Steering Committee in ensuring effective coordination of international assistance

to Ukraine. The team, composed mainly of secondees from Platform members, works in close

cooperation with the Government of Ukraine and international partners to facilitate donor

coordination, information exchange and policy dialogue on recovery and reconstruction. The

Secretariat prepares substantive input for, and manages the organisation of meetings at all levels;

liaises with stakeholders including international financial institutions, G7+ partners, Member States,

business and civil society; and ensures coherent communication and follow-up across the Platform.

WE PROPOSE

We offer a stimulating position for a Policy Coordinator acting as the European Commission

Representative within the Secretariat of the Ukraine Donor Platform, in a dynamic, international

and politically sensitive environment based in the Secretariat structure. The successful candidate

will contribute directly to the day-to-day functioning of the Secretariat, supporting coordination

between donors, Ukrainian authorities and international partners. He or she will assist in ensuring

the smooth flow of information across the Platform, including the collection, processing and

analysis of data related to donor support and Ukraine’s recovery needs. Together with the Head of

Unit and the team, the jobholder will support the preparation and follow-up of meetings of the

Steering Committee, Experts Group and other coordination formats, including drafting background

documents, agendas, minutes and follow-up notes. He or she will contribute to ensuring coherence

and continuity across discussions and workstreams within the Secretariat. The position includes

supporting negotiations and technical discussions with international partners, including G7+

countries, international financial institutions and Ukrainian authorities, and contributing to

consensus-building among stakeholders in coordination with other Secretariat members. The

successful candidate will prepare briefings, notes and reports for senior Commission staff and

Secretariat leadership, and contribute to ensuring timely and high-quality inputs for meetings, 4ENEST/COM/2026/1088

missions and high-level events such as the Ukraine May 18, 2026 3:39 PMRecovery Conference. He

or she will also contribute to the Secretariat’s communication and visibility work, helping ensure

involves close day-to-day cooperation with colleagues in the Secretariat, the EU Delegation in Kyiv,

DG ENEST and Commission services, ensuring alignment.

high-level meetings, ministerial events, international conferences, missions and donor coordination

- the ability to chair and facilitate coordination meetings, guide stakeholders on priorities and

timelines, and ensure effective follow-up in a complex inter-service and international environment;

- strong drafting skills, with the ability to prepare high-level briefings, aide-mémoires, speaking

under tight deadlines; • experience in preparing and joining high-level meetings with governments,

HOW TO EXPRESS YOUR INTEREST?

Salary at this grade

Basic monthly salary at AD5 runs from €6,153 (step 1) to €6,961 (top step), giving an annual range of roughly €73,836 to €83,532 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €984 per month at step 1 of AD5) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of AD5, gross monthly basic salary on the Administrators grid is €6,153. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €984 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €257) and the EU pension contribution (~10.3%, €735). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €737 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €5,408 per month, or about €64,891 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
