WE ARE

The IT systems, tools & infrastructure’s unit vision is “We find solutions”. These solutions, based on state of

the art developments and services in Information Technology, support the missions of DG Budget. In order to

achieve its mission, the unit provides end -to -end IT solutions enabling and facilitating the DG’s duties and

acts as the service provider for the standard corporate financial Information Systems as well as DG Budget’s

IT portfolio.

The unit’s main activities are amongst others to:

- Develop or implement in -house or off -the -shelf IT applications with a strong focus on business

enablement;

- Operate and maintain the IT solutions from development up to production ensuring the expected high

availability and performance levels;

- Provide technical/functional support to the business end users during the whole life -cycle of the IT

solutions;

- Guarantee at IT level the financial transactions execution of the Commission and related entities,

including Borrowing & lending and all other market operations on behalf of the Union budget;

- Support the SUMMA programme, its developments, customisation, implementation, and operations in

close collaboration with stakeholders units (IT and business units);

- Support Asset and financial risk management by handling back office and trading developments and

related infrastructure: Next Generation EU (NGEU); SWIFT / Bloomberg operations and connections; CPF;

specific Borrowing & lending matters including Rating Fitch, Moody’s, S&P; Eikon;

- Liaise with user representatives and business teams (User Service Management - USM) and with

Commission’s IT organisations,

- Ensure the conformance of the information systems with the Financial Regulation, Commission’s IT

architecture, methodology and tools, and Commission’s security recommendations and as well with

supplier’s specific requirements (SWIFT Customer Security Framework, Bloomberg, Eastnet, etc.).

WE PROPOSE

Unit BUDG.R4 is seeking to hire one IT Service Officer.

The jobholder will assist the LISO and the Head of Unit, in ensuring the compliance of BUDG practices with

the Corporate security strategy. S/he will assist as well with the compliance of BUDG with external bodies 4BUDG/COM/2026/1529 Version: 16/04/2026

requirements such as S WIFT , the European Court of Auditors.

S/he will be a key contributor in ensuring the follow -up and compliance of the DG with the IT Security

Strategy of the Commission.

S/he will provide expert advice on matters related to security with the use of cloud computing, artificial

intelligence, sovereignty and any other additional matter that could come up.

In support of the LISO, S/he will perform risk analysis on specific subjects when requested by other

stakeholders and will emit binding or suggested recommendations. In this task, S/he will be supported by IT

security consultants in the sector.

S/he will have the opportunity to contribute to Corporate security standards and guidelines, as associated

member of the EC LISO community.

S/he will assist the LISO in translating Corporate messages toward various stakeholders in the DG at various

levels (application users, developers, senior management, etc.).

S/he will contribute to the control, monitoring and reporting to management of the IT security status in the

DG. The reporting includes any matters to be reported towards Information Technology and Cyber security

Board [ITCB], but also many other boards.

S/he will draft important security documents such as cyber incident response plans and other procedures, and

then ensure their testing and execution.

S/he will handle security incidents for the DG.

S/he will control operational security tasks performed by other members of the sector.

WE LOOK FOR

We are looking for a n IT Service Officer.

The ideal profile for the job is dynamic, motivated, and open -minded colleague willing to be part of a multi -

cultural team and to contribute to its collaborative atmosphere.

S/he has a very good and broad IT knowledge, sufficient to understand and communicate with peers in the

unit and is willing to deep dive into specific security related topics if need be.

S/he has hands -on knowledge of cybersecurity at various levels: IT risk management, maturity assessments,

IT security industry standards, vulnerability management, etc. Cloud related security experience would be an

asset, also in the use case of AI usage.

S/he is willing to learn fast and to share his/her experience with others, either internally in BUDG or externally

towards colleagues in DIGIT.S, and other DGs via the LISO network.

S/he has excellent written and oral communication skills. S/he can present complex subject matters in a

synthesized way to various stakeholders at all levels (senior management, business colleagues, etc.).

S/he can handle multiple tasks in parallel, organize work and respect deadlines, while delivering quality

results. S/he should have the ability to work in a proactive and autonomous mode, to set and communicate

Salary at this grade

Basic monthly salary at AD5 runs from €6,153 (step 1) to €6,961 (top step), giving an annual range of roughly €73,836 to €83,532 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €984 per month at step 1 of AD5) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of AD5, gross monthly basic salary on the Administrators grid is €6,153. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €984 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €257) and the EU pension contribution (~10.3%, €735). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €737 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €5,408 per month, or about €64,891 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
