The Unit is responsible for delivering and operating core digital services that enable secure and

efficient exchange of information across the European Commission and beyond. Its mission is to

support trusted digital interactions by providing reliable, scalable and secure solutions for

authentication, authorisation, electronic signature and secure document exchange.

The Unit develops and operates key services such as EU Login, EU Access, EU Sign and EU Send,

supporting EU institutions, bodies and agencies (EUIBAs), as well as public and private sector

stakeholders. These services underpin a wide range of digital public services requiring high levels of

security, interoperability and availability.

By ensuring high standards of cybersecurity, data protection and compliance, the Unit contributes

to strengthening trust in the Commission’s digital ecosystem and supports the evolution of

European digital public infrastructure.

WE PROPOSE

We propose a position of IT Service Officer acting as service owner for the Commission’s corporate

Identity and Access Management services, notably EU Login and EU Access.

The jobholder will steer the evolution of authentication and authorisation services, ensuring

alignment with DIGIT’s strategy and the Commission’s broader digital identity landscape. The role

combines service ownership, project coordination and stakeholder management, with a strong

focus on delivering secure, resilient and user -centric solutions used across the Commission and by

external partners.

The jobholder will define and drive the service roadmap, coordinate the delivery of projects and

collaboration with project teams, architects, operations and security experts, as well as with a wide

range of stakeholders relying on these services.

The role also contributes to the integration of emerging technologies and new requirements,

including developments related to digital identity, post -quantum cryptography and AI -driven

interactions, ensuring that the services remain future -proof and aligned with evolving needs.

WE LOOK FOR

We are looking for a motivated colleague with a strong interest in digital identity and secure digital

services, capable of operating at the intersection of business needs, technology and service

delivery.

The ideal candidate has:

- Experience in IT service management, service ownership or coordination of complex IT

systems;

- Good understanding of Identity and Access Management concepts and authentication

mechanisms;

- Experience in project coordination and delivery in a multi -stakeholder environment;

- Ability to translate stakeholder needs into service requirements and priorities;

- Strong analytical, organisational and problem -solving skills;

- Excellent communication skills and ability to engage with diverse stakeholders;

- Ability to work autonomously while contributing to a collaborative team environment.

The following would be considered an advantage:

- Experience with authentication or digital identity services (e.g. EU Login or similar systems);

- Knowledge of European digital identity initiatives (eIDAS, European Digital Identity Wallet,

etc.);

Qualifications:

In order to be recruited for this position, you must have at least a level of education which

corresponds to completed university studies of at least 3 years attested by a diploma.

Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the

Ministry of Education) will be accepted. Furthermore, before recruitment, you will be required to

provide the documents that corroborate the eligibility criteria (diplomas, certificates and other

supporting documents).

Salary at this grade

Basic monthly salary at AD5 runs from €6,153 (step 1) to €6,961 (top step), giving an annual range of roughly €73,836 to €83,532 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €984 per month at step 1 of AD5) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of AD5, gross monthly basic salary on the Administrators grid is €6,153. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €984 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €257) and the EU pension contribution (~10.3%, €735). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €737 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €5,408 per month, or about €64,891 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
