WE ARE

We are the Communications unit in DG CNECT, consisting of 4 teams covering press, outreach,

audio-visual, and web. As digital technology changes people’s lives, we externally communicate on

the vast work of the Directorate-General: ground-breaking regulation and enforcement measures in

areas such as Artificial Intelligence, platforms regulation, as well as funding cutting-edge research

and deployment, including some of the world’s fastest supercomputers.

Unit CNECT.02 is responsible for communicating the European Commission’s vision for Europe’s

digital transformation to the outside world. We cooperate closely with the interinstitutional unit and

report directly to the Director-General.

WE PROPOSE

An interesting and challenging position as a social media & strategic communications officer in our

Outreach team. The Outreach team develops and implements strategic communication activities

aimed at engaging both the Brussels policy sphere and a broader but still targeted audience

beyond. The Outreach team translates complex digital policy topics into accessible and engaging

content through social media, influencer outreach, leveraging of events and cooperation with

European Commission Representations. Importantly, it also collaborates with the Cabinet of

Executive Vice-President Henna VIRKKUNEN, in particular on social media and the organisation and

execution of the regular Youth Policy Dialogues. Its mission is to strengthen the visibility,

understanding and public relevance of EU digital policies among citizens, digital communities and

WE LOOK FOR

We are looking for a social media and strategic communication officer.

The ideal profile for the job is a strong communicator with experience of all the different

communication tools and particular expertise in corporate social media strategy, content creation,

on digital topics.

You should have the capacity and have a longstanding, established and proven experience relevant

to this notice of at least 7 years, including in:

• communication and creative communication campaigns;

• editing and monitoring tools, as well as familiarity with monitoring performance KPIs (Key

Performance Indicators);

• shaping content for social media channels is a must, including visual and video elements;

• managing corporate social accounts;

• providing guidance on politically sensitive subjects to senior hierarchy as well as team members;

• tackling a broad range of different social media channels – including LinkedIn, Instagram,

Facebook and X as well as knowledge and experience in communication via the alternative social

medial channels;

• creating network of content creators, influencers and new media, including generating and

curating relationships as well as managing such communities.

You should be able to develop, steer and implement a social media strategy for a combination of

different corporate accounts.

Very good drafting skills in English is a must. Knowledge of French and other EU languages is a

strong asset.

Digital issues can be complex and highly technical, yet need to be communicated in an attractive,

understandable and accurate manner. In addition to an interest in digital policies and a thorough

knowledge of DG CNECT’s digital policy files, you should have proven experience of at least 5 years

with our policies such as AI (Artificial intelligence) and platform regulation, protection of minors,

cybersecurity, supercomputing, new technologies, digital skills and related initiatives.

You should further have a good understanding of communication in general, and specifically of

institutional communication, with experience from the EU institutions’ environment an advantage.

You will need strong analytical and drafting skills, as well as the ability to quickly grasp

complicated regulatory, policy, technical and consumer issues and translate them into attractive

and comprehensible digital communication products for corporate social media channels.

You have proven experience in engaging high-level communication on social media channels, be

creative and deliver in short deadlines. You should enjoy entering into close dialogue with hierarchy

and policy experts alike - converting their knowledge into clear messages for citizens.

You have a strong sense of initiative as well as solid interpersonal skills. You are a team player who

feels comfortable working in a young, dynamic team. The vast majority of the work demands

presence in the office, however, occasionally it is possible to telework.

Salary at this grade

Basic monthly salary at AD5 runs from €6,153 (step 1) to €6,961 (top step), giving an annual range of roughly €73,836 to €83,532 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €984 per month at step 1 of AD5) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of AD5, gross monthly basic salary on the Administrators grid is €6,153. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €984 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €257) and the EU pension contribution (~10.3%, €735). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €737 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €5,408 per month, or about €64,891 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families. Step increases are automatic every two years (Art. 44); grade promotion is competitive, based on the appraisal exercise (Art. 45) and the Career Development Review.
