Key responsibilities
According to the vacancy notice, the role centres on the following duties:
- Contribute to coordination of the whole budgetary procedure within DG BUDG from preparation of draft budget to negotiations with EP and Council and implementation
- Responsible for specific tasks related to development of new budget structure and nomenclature in context of new Multiannual Financial Framework
- Drive adaptations and improvements of systems and procedures used in preparation of annual budgetary procedures
- Ensure coherence of all budgetary documents (Statement of Estimates, Draft Budget, Working documents, internal rules, etc.) produced by the Commission within respective deadlines
- Develop and maintain various tools to ensure correctness of figures and documents
- Simulate different scenarios during conciliation procedure and adjust in view of annual budget implementation
- Contribute to or lead further development of main corporate IT tool for preparing budget (Badgebud) and its interaction with other corporate systems (SUMMA)
- Contribute to development of successor of interinstitutional publication tool (IBIS to replace CIBA)

WE ARE
DG BUDG is responsible for managing the budget of the European Union and plays a central role in
achieving the Commission’s political priorities. As domain leader on financial management, DG
BUDG has a growing strategic role at the heart of the Commission. Working in DG BUDG is not just
about figures, you actually get to see the bigger picture of what is happening across the whole
Commission and how the budget contributes to achieving the EU objectives. Within Directorate A
(Expenditure), Unit BUDG A.1 is in charge of coordinating the preparation of the Commission's Draft
Budget and of following up the Budgetary procedures and execution, including relations with the
Budget Committees of the Council and European Parliament. The unit is also responsible for
monitoring the implementation of the budget and reporting to the budgetary authority, coordination
of preparation and adoption of amending budgets, transfers and carry -overs. As a result, the Unit
offers a great opportunity not only to understand how the budget contributes to reaching the main
EU’s political priorities and how it can reflect to rapid developments and unforeseen events but also
to contribute to this process. We are a relatively small team (13) of dedicated and experienced
colleagues who collaborate and get on really well together, work hard but have fun as well .
WE PROPOSE
A very interesting job as a Budget Officer at the heart of the budgetary process with learning,
visibility and growth potential. In close collaboration with the Head of the sector, the successful
candidate will contribute to the coordination of the whole budgetary procedure within DG BUDG
from the preparation of the draft budget to its negotiations with the EP and the Council and its
implementation. The successful candidate will be responsible for specific tasks within the sector in
particular in relation to the development of the new budget structure and nomenclature in the
context of the new Multiannual Financial Framework. He/She will also drive the respective
adaptations and improvements of the systems used and procedures applied in the preparation of
the annual budgetary procedures, ensuring the coherence of all budgetary documents (Statement 4BUDG/COM/2026/1578 Version: 16/04/2026
of Estimates, Draft Budget, Working documents, internal rules, etc.) produced by the Commission
within the respective deadlines. The successful candidate will need to develop and maintain various
tools i.a. to ensure the correctness of the figures and documents, to simulate the different
scenarios during the conciliation procedure and to adjust in view of the annual budget
implementation. He/she will also contribute or lead in the further development of the main
corporate IT tool of the Commission for preparing the budget (Badgebud ) and its interaction with
the other corporate systems (SUMMA), as well as the successor of the interinstitutional publication
tool (IBIS to replace the current CIBA, owned and maintained by the Publication Office, that
produces the official budgetary documents in the Official Journal and Eurlex in all languages).
According to the experience and skills of the selected candidate, their tasks/objectives could be
fine -tuned. The candidate should be ready to see his/her tasks adjusted in the future in accordance
with the overall targets of the unit, as defined above in the presentation of the unit.
WE LOOK FOR
The successful candidate should have knowledge of the EU budget, annual budget procedure,
budgetary adjustments and transfers, internal rules as well as good numerical and technical skills.
Experience with Excel is essential and experience with SUMMA will be considered as an advantage.
Candidates would preferably be familiar with BadgeBud application. Knowledge of Business
Intelligence tools such as Power BI would be considered a strong advantage. The candidate should
be rigorous in his/her work, be able to prioritise and deliver products under strict deadlines and time
pressure. Our ideal colleague will maintain a collaborative atmosphere with all stakeholders within
DG BUDG and the Commission. He/ she will be able to anticipate emerging/potential issues,
informing in a timely manner his/her hierarchy and quickly presenting possible solutions on the
basis of his/her analysis of the situation. The candidate should also demonstrate strong
communication skills, both in conveying their area of expertise to a broader audience and in
handling more challenging or sensitive conversations effectively. The position proposed offers
interesting combination of challenging work, within a team, which is highly visible within Directorate
A, DG BUDG, our Cabinet and also inter -institutionally. This is the reason this colleague should be
ready to take on responsibility over time, should be good at coordinating and stress resistant
mainly in the high workload periods through April - May -June when the annual draft budget is

➢ Am I eligible to apply?
Salary at this grade
Basic monthly salary at AD5 runs from €6,153 (step 1) to €6,961 (top step), giving an annual range of roughly €73,836 to €83,532 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.
Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €984 per month at step 1 of AD5) together with household, dependent-child, and education allowances where applicable.
