management, and the provision and support of fixed and mobile computing devices and

Through its product management responsibilities, DIGIT.C.2 selects, procures, deploys and

supports workplace equipment, system software and integrated software packages for

corporate endpoints. It also contributes to the technical management of relevant framework

contracts and licence agreements, in close cooperation with the competent procurement and

contract management services.

DIGIT.C.2 is seeking to hire one Budget, Finance and Procurement Assistant.

The successful candidate will support the management of projects, notably in IT domain, while

ensuring the smooth implementation of procurement and contract workflows. Main duties include:

- Assisting the procurement team in preparing, launching, evaluating, awarding, and

managing calls for tender and contracts;

- Supporting the negotiation of contracts with vendors;

- Drafting and following up on contractual and administrative documents;

WE LOOK FOR

We are looking for an enthusiastic, dynamic, and reliable colleague who is open to dealing with workload and time pressure challenges. The ideal candidate will have at least three years of solid experience in the financial, contract management and public procurement procedures, including designing and drafting technical specifications, tender evaluation, and supplier selection.

The ideal profile for the job is:

- A good knowledge of the EU Financial Regulation, the legal frameworks governing

external relations, and the Commission's public procurement rules and procedures, with

the ability to adapt procurement strategy to a wide range of evolving needs;

- Strong analytical skills, with a proven ability to resolve complex contractual issues and

deliver reliably, even under pressure;

- A resourceful, improvement-driven mindset, able to learn from past procedures and

turn that insight into better procurement strategies

- Experience in contract management and supervision (notably quality, deadlines, and

expenditure);

- Familiarity with the Commission's procurement and financial management IT

platforms (such as Summa, eProcurement, eContracting, and PPMT) would be an

advantage, along with a keen interest in using new IT tools to improve efficiency;

- The ability to manage contacts efficiently with a variety of internal and external

stakeholders, including EU institutions, suppliers, and external providers.

- Strong will to learn and to contribute to the continuous improvement of processes and governance procedures

 Am I eligible to apply?

You must meet the following eligibility criteria when you validate your application :

Our rules provide that you can only be recruited as a contract agent at the European Commission if you:

General criteria:

• Are a citizen of a Member State of the EU and enjoy full rights as a citizen;

• Have fulfilled any obligations imposed by applicable laws concerning military service;

• Are physically fit to perform the duties linked to the position;

• Produce the appropriate character references as to suitability for the performance of the duties.

• Have passed an EPSO CAST in the relevant Function Group for this position. At the stage of the application, it is sufficient to be registered in the EPSO CAST data base.

Qualifications:

(a) Have a level of post-secondary education attested by a diploma OR

(b) a level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three years.

Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the Ministry of Education) will be accepted.

Languages:

• have a thorough knowledge (minimum level C1) of one of the 24 official languages of the EU 1

• AND have a satisfactory knowledge (minimum level B2) 2 of a second official language of the EU, to the extent necessary for the performance of the duties.

2. Recruitment

The candidate selected for recruitment will be requested to provide documentary evidence in support of the statements made in the database and, where relevant, the call for interest.

The successful candidate will be engaged as a contract agent under Article 3(b) of the

Conditions of Employment of Other Servants , in function group FG III. General information on

The grade or proposed grade range, as well as the step in that grade, will be defined on the basis of the candidates’ previous professional experience, in accordance with Commission Decision

C(2017)6760 laying down the criteria applicable to classification in step on engagement.

Basic monthly salary at FGIII runs from €3,476 (step 1) to €3,932 (top step), giving an annual range of roughly €41,712 to €47,184 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €556 per month at step 1 of FGIII) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of FGIII, gross monthly basic salary on the Contract Agents grid is €3,476. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €556 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €145) and the EU pension contribution (~10.3%, €415). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €417 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €3,055 per month, or about €36,657 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
