WE ARE

Unit BUDG/C4 is the centre for revenue operations in the European Commission and part of the

services of the Commission’s Accounting Officer. The unit fulfils the requirements of the Financial

Regulation for the recovery of Commission’s claims, cashing and accounting of payments, along

with the financial management of competition fines and member states penalties. The unit ensures

that the Union receives all its revenue and that the Union’s rights are safeguarded.

We have extensive contacts with other services of the Commission, the Legal Service, OLAF, and SG

and with debtors around the world.

The unit is composed of 25 colleagues organised in three sectors:

• The revenue collection sector is structured in two teams responsible for income accounting

and recovery by offsetting. Both teams are composed of three colleagues plus a Head of

Sector.

• The dunning sector is responsible for the follow up of overdue recoveries. It is composed of

seven colleagues plus a Head of Sector and a Team Leader.

• The sector for fines, penalties and sanctions is responsible for their financial management

and is composed of three colleagues, plus a Head of Sector.

Horizontal coordination of the unit is ensured by the Head of Unit, Deputy Head of Unit, a contract

agent and a budget assistant, supported by an administrative assistant.

We are currently revising our working processes and modernising our way of working. We also

contribute to the review of the organisation and effectiveness/efficiency of the recovery process

across the Commission, especially given the deployment of the new SUMMA accounting system.

WE PROPOSE

We propose a position which is critical to ensuring the efficient management of resources and

workflows within the unit. It combines assistance with HR -related processes, document

management tasks, contribution to horizontal and project -based activities, assistance in adopting

M365 tools, and coordination of the unit’s report activities.

You will keep the agenda of the unit, manage incoming documents and requests (the functional

mailbox, and ARES, DECIDE and SYSPER), coordinate input for meetings, ensure the follow -up of

Commission’s decisions within deadlines, manage interservice consultations, prepare presentations 4

and control the quality of any documents originating from the Unit, design and maintain C4

SharePoint, organise inclusive team -building and social events.

You might also be asked to provide administrative support and task coordination to the Directorate

when needed.

WE LOOK FOR

We are looking for a pro -active and service -oriented assistant to support the unit with

organisational, procedural and administrative tasks. We are looking for a motivated colleague who

brings positive energy and strong organisational and communication skills to the unit. You should

be loyal and trustworthy, happy to take initiatives as appropriate and able to work both in a team

and independently.

You would work in a key position with tasks requiring a good sense of accuracy and responsibility.

Knowledge of the Commission rules and procedures as well as literacy in the Commission IT tools

(ARES, BASIS, DECIDE, etc) is a clear advantage.

You should have very good organisational skills and a marked sense of initiative and responsibility

Salary at this grade

Basic monthly salary at AST-SC1 runs from €3,292 (step 1) to €3,725 (top step), giving an annual range of roughly €39,504 to €44,700 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €527 per month at step 1 of AST-SC1) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of AST-SC1, gross monthly basic salary on the Secretaries/Clerks grid is €3,292. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €527 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €137) and the EU pension contribution (~10.3%, €393). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €395 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €2,893 per month, or about €34,720 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families. Step increases are automatic every two years (Art. 44); grade promotion is competitive, based on the appraisal exercise (Art. 45) and the Career Development Review.
