# About the unit

The Transition and Automation Unit (TAU) is responsible for ensuring that all new or modified IT systems or components developed by eu-LISA for the Justice and Home Affairs (JHA) community are fully prepared for smooth operational management and undergo a well-managed transition into operations. In addition to onboarding new systems and releases, TAU must ensure they remain fit for purpose throughout their lifetime. To that end, TAU is responsible for three processes: operational change management, release management and transition into operations.

TAU also supports eu-LISA’s operational efficiency through the delivery, administration and maintenance of operational tools that facilitate all eu-LISA’s IT Service Management (ITSM) processes, while providing support to internal users. Furthermore, to ensure uninterrupted availability of all JHA systems managed by eu-LISA, TAU performs stand-by duties at the backup site in Austria (BCU) and contributes to 24/7 systems support as Critical Incident Coordinators (CiC) or Managers on Duty (MoD).

eu-LISA aims to establish a reserve list from which to source the best talent. Reporting to the Head of the Transition and Automation Unit, you will support eu-LISA’s mandate and ensure that the Agency achieves its objectives, enhances its reputation, and answers stakeholders’ needs.

As a Senior Data Architect, you will help eu-LISA address the growing challenges in data management arising from the continuous evolution of its Core Business Systems and the introduction of new large-scale systems, both of which contribute to a significant increase in the volume and complexity of the Agency’s datasets.

These challenges are further amplified by the need to comply with evolving legislation, continuously ensure high data quality standards, integrate new interoperability components to enhance data exchange and meet the growing demand for statistical reporting and analytics from external stakeholders, including the European Commission and other EU Agencies.

You will be responsible for leading cross functional teams and squads in design, definition and implementation of enterprise-grade data quality, analytics, and observability capabilities across the Agency’s data platforms.

Leveraging your leadership skills, expertise in data architecture, strong analytical capabilities, and stakeholder engagement experience, you will work closely with stakeholders, solution owners, architects, project managers, technical teams, and vendors to ensure that data quality, analytics, and observability are measurable, actionable, and integrated into day-to-day operations. In addition, you will contribute to driving and evolving the Agency’s Data Management practice.

Your tasks will include a wide range of responsibilities that extend beyond the following list:

 Lead and coordinate cross-functional technical teams and squads involved in data management, reporting, analytics and observability initiatives, fostering collaboration, innovation and continuous improvement in data-driven practices;

 Lead the design and implementation of automated data quality controls, monitoring capabilities, reporting pipelines and analytics services, promoting automation, traceability, consistency and operational efficiency across the data lifecycle;

 Provide subject matter expertise in data architecture, data governance, data quality management, business intelligence, reporting, analytics and observability solutions;

 Establish and maintain standards, policies, methodologies and best practices for data modelling, metadata management, master data management, reporting and analytics, ensuring compliance with governance frameworks and applicable European regulations;

 Provide technical leadership for the integration and harmonisation of data across Core Business Systems, interoperability components and shared platforms, ensuring consistency, reliability, reusability and scalability of business and operational data assets;

 Collaborate with stakeholders, operational units, and external partners to ensure that data quality, reporting, analytics and observability effectively support operational, strategic and regulatory requirements;

 Ensure that data management, reporting and analytics solutions comply with applicable security, data protection and regulatory obligations, while supporting the development of data governance and stewardship practices across the Agency.

To be eligible for recruitment and selection, you need to meet the following formal criteria, which need to be fulfilled by the deadline for application:

Salary at this grade

Basic monthly salary at AD7 runs from €7,876 (step 1) to €8,911 (top step), giving an annual range of roughly €94,512 to €106,932 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €1,260 per month at step 1 of AD7) together with household, dependent-child, and education allowances where applicable.
