These challenges are further amplified by the need to comply with evolving legislation, continuously ensure high data quality standards, integrate new interoperability components to enhance data exchange and meet the growing demand for statistical reporting and analytics from external stakeholders, including the European Commission and other EU Agencies.

You will be responsible for leading cross functional teams and squads in design, definition and implementation of enterprise-grade data quality, analytics, and observability capabilities across the Agency’s data platforms.

Leveraging your leadership skills, expertise in data architecture, strong analytical capabilities, and stakeholder engagement experience, you will work closely with stakeholders, solution owners, architects, project managers, technical teams, and vendors to ensure that data quality, analytics, and observability are measurable, actionable, and integrated into day-to-day operations. In addition, you will contribute to driving and evolving the Agency’s Data Management practice.

 Lead and coordinate cross-functional technical teams and squads involved in data management, reporting, analytics and observability initiatives, fostering collaboration, innovation and continuous improvement in data-driven practices.

 Lead the design and implementation of automated data quality controls, monitoring capabilities, reporting pipelines and analytics services, promoting automation, traceability, consistency and operational efficiency across the data lifecycle.

 Provide subject matter expertise in data architecture, data governance, data quality management, business intelligence, reporting, analytics and observability solutions.

 Establish and maintain standards, policies, methodologies and best practices for data modelling, metadata management, master data management, reporting and analytics, ensuring compliance with governance frameworks and applicable European regulations.

Basic monthly salary at AD7 runs from €7,876 (step 1) to €8,911 (top step), giving an annual range of roughly €94,512 to €106,932 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €1,260 per month at step 1 of AD7) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of AD7, gross monthly basic salary on the Administrators grid is €7,876. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €1,260 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €329) and the EU pension contribution (~10.3%, €941). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €944 per month here.
Tallinn carries a correction coefficient of 84.6% (Article 64 of the Staff Regulations), so the net is multiplied by 0.85 to reflect the local cost of living. On those assumptions take-home pay is approximately €5,856 per month, or about €70,277 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
