Career path: AD vs AST vs FG

AST4 is an Assistant (AST) grade, covering technical and administrative support across the EU institutions. By contrast, AD grades (AD5-AD16) cover Administrator policy and management work, AST/SC grades (AST/SC1-AST/SC6) cover secretarial and clerical roles, and FG grades (FG I-IV) are Contract Agent fixed-term posts. AST careers progress from AST1 to AST11 through merit-based promotion every three to five years.

What is a AST4 Position?

AST4 is a mid-level Assistant grade, typically held by experienced administrative and technical support staff with several years of EU service or equivalent external experience. AST4 officials act as senior financial circuit operators (FCO/FVO under the EU Financial Regulation), HR case handlers, IT system administrators, and project assistants on complex programmes. The current AST4 basic monthly salary ranges from approximately EUR 4,917 to EUR 5,388 gross per month, before allowances. AST4 is a productive plateau where many assistants remain for an extended period while building deep expertise in a specific administrative process or technical system.

How to Get a AST4 Position

Most AST4 officials reach the grade through promotion from AST3 after three to four years of strong appraisals. Direct external recruitment at AST4 is uncommon for permanent official posts but happens regularly for temporary agent posts at EU agencies, particularly when the agency needs experienced staff to set up new administrative processes during the agency's growth phase. Direct recruitment at AST4 typically requires at least nine years of relevant professional experience. The CAST Permanent process is not used for AST grades; it recruits contract agents in FG I to FG IV instead.

AST4 Career Progression

From AST4, promotion to AST5 typically takes three to four more years, with the same merit-based Article 45 process. AST4 officials with strong performance and the right educational background can apply for internal competitions to move into the AD function group. Mobility between DGs, agencies, and inter-institutional bodies is encouraged at this level to broaden experience. Many AST4 officials specialise in a particular IT system (SYSPER for HR, ABAC for finance, ARES for documents) and become institutional experts in that tool.

Requirements

A post-secondary diploma or a secondary diploma plus relevant professional experience. For direct recruitment at AST4, typically nine years of relevant professional experience. Knowledge of two EU official languages (one at C1, one at B2). Technical certifications may be required for IT, accountancy, or audit roles.
