Background: In recent years, Uzbekistan has experienced a significant expansion of climate change initiatives from state bodies, private enterprises, and civil society. Within this rapid policy environment, there is a vital need to coordinate inter-agency actions and lower accessibility barriers so that key environmental datasets, green practices and professional networks are openly available to the general public, specifically empowering women and youth. In response, the OSCE Project Co-ordinator in Uzbekistan (PCUz) launched the Extra-Budgetary project 'Platform for Environment and Climate Engagement (PEaCE): Improving Access to Green Information and Opportunities for Women and Youth' to provide a unified, inclusive digital architecture.

**Objective of Assignment:**

To design, build, test and deploy the Open Public Information Platform and its dedicated regional environmental assessment subdomain (greencities.uz), ensuring absolute compliance with the functional modules, security profiles and architectural constraints.

**Tasks and Responsibilities:**

Under the overall supervision of the EED Senior Project Officer, the successful candidate will be tasked with the following duties:

1. Technical Review & Base Layout Design: Review the Technical Specification, consult with the OSCE and the National Center for Climate Change (NCCC), and prepare the system architecture, implementation plan and UI/UX design for the platform.

2. Platform Development: Develop the frontend, backend, database and core platform architecture in accordance with provided Technical Specification, including all required functional modules, administrative interfaces supporting multi-ministry content workflows and the dedicated regional environmental assessment subdomain (greencities.uz).

3. Integration and Configuration: Configure required databases, user management, authentication mechanisms, APIs and external integrations specified in the Technical Specification, including One-ID integration via the State Interagency Integration Platform (МИП).

4. Security Implementation and Quality Assurance: Implement cybersecurity, backup, performance and data protection requirements contained in the Technical Specification. Conduct system testing, resolve identified defects and support user acceptance testing.

5. Deployment and Handover: Deploy the platform on the beneficiary's designated infrastructure, provide technical support during deployment and ensure successful transition to production.

6. Documentation, Training and Final Handover: Prepare, in Russian language, technical documentation, installation guide, administrator and user manuals, deliver training for designated users and administrators, and transfer all source code and related materials to the beneficiary.

**Deliverables:**

Output 1: Approved system architecture, implementation plan and UI/UX prototype submitted and endorsed by the OSCE and NCCC. The expert shall present a minimum of two distinct UI/UX design concepts for written approval by the OSCE and NCCC before proceeding to development.

Output 2: Functional platform developed in accordance with the attached Technical Specification and available on the development server for review.

Output 3: Platform integrated with required external services and all core modules configured and operational in the testing environment.

Output 4: Platform successfully tested and compliant with the technical, security and performance requirements specified in the attached Technical Specification. The expert shall provide all necessary technical support and documentation to facilitate the mandatory security audit of the software product by the competent national authority prior to deployment.

Output 5: Platform, including the greencities.uz subdomain, deployed and fully operational on the beneficiary's production environment and accepted by the beneficiary.

Output 6: Complete documentation package, source code, deployment files and training materials submitted; training delivered; final handover completed.

**Necessary Qualifications:**

• University degree (Bachelor's or higher) in Computer Science, Software Engineering, Information Systems, Information Technology, or a closely related field;

• Minimum of 5 years of proven, hands-on experience in full-stack web application development and deploying enterprise-grade digital platforms;

• Backend Stack Proficiency: Strong development experience with Python (Django) or Go (Golang) as specified in the platform's technical criteria;

• Frontend Stack Proficiency: Proficient in React, Next.js, or Vue.js (v3) for building highly responsive, adaptive UI/UX;

• Infrastructure & Database Skills: Demonstrable experience managing PostgreSQL (v15), OpenSearch and MinIO object storage inside virtualized environments powered by Proxmox VE and Docker containers;

• Familiarity with Uzbek national information security standards (including O'z DSt ISO/IEC 27001/27002) and experience supporting formal government IT security audits or compliance reviews;

• Familiarity with public sector data systems and climate/environmental data in Uzbekistan;

• Understanding of data governance frameworks and reporting standards;

• Strong analytical, communication, and coordination skills, particularly with governmental stakeholders;

• Proficiency in Uzbek and Russian languages, with adequate proficiency in English to understand international technical documentation and standards;

• Demonstrated experience developing multilingual web interfaces, including support for multiple scripts (Latin and Cyrillic), dynamic language switching, and multilingual content management workflows;

• Digital literacy in standard software applications and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint).

**Remuneration Package:**

The suitability of candidates shall be determined taking into account their qualifications, expertise, experience, and the value for money of their services. Career trajectory
