Background

G&EI consists of a team of around 45 gender and inclusion experts based in the EBRD’s Headquarters and across its ROs. It leads on the design and delivery of the Bank’s Strategy for the Promotion of Gender Equality and its Equality of Opportunity Strategy across all areas and geographies of the Bank’s operations and policy engagements.

Promoting equality of opportunity through access to skills and employment, finance and entrepreneurship and support for women, young people and other under-served communities is one of the three cross-cutting strategic themes of the Bank.

G&EI is part of the Policy and Strategy Delivery Department (PSD) under the Vice Presidency for Policy and Partnerships. PSD consists of approximately 80 staff that contribute to policy engagement across the Bank’s transition qualities (except for Green), political assessments, country strategy development and economic assessments as well as support the Bank’s compliance with Article 1 of the Agreement Establishing the EBRD.

Facts / Scale

- The Analyst, G&EI works as part of a team of typically 4-5 G&EI economists, specialists and analysts; - They report to and work under the general direction of the Principal but supports on a day-to-day basis senior associate G&EI economists and specialists; - Support project design, management of external consultants and policy engagement activities through data analysis, background research, drafting of ToRs, etc, with a focus on the EBRD’s EU CoOs and themes related to the InvestEU Social Investment and Skills window (e.g. energy infrastructure, urban/regional planning, skills); - Work across G&EI, Impact and Climate Strategy Delivery in policy reform activities; - The incumbent assists G&EI economists and specialists in managing their relationships with Banking and other teams (such as Environment and Sustainability Department, Legal Transition Team) during all stages of sector and project work, from project design and assessment to post-signing and monitoring; - Under the supervision of G&EI economists and specialists, the Analyst, G&EI takes the lead in monitoring the transition impact of some 10-15 investment-linked TC assignments in the InvestEU Advisory Hub portfolio per year - No budget responsibility

Accountabilities & Responsibilities

- Assisting G&EI economists and specialists working on the InvestEU “Social Investment and Skills” window, including supporting their relationships with Banking and other teams during all stages of sector and project work underpinning the InvestEU Advisory Hub, from project design, assessment and policy engagement to management of external consultants post-signing and monitoring. In doing so, the Analyst, G&EI will help fulfil the EBRD’s obligations under the InvestEU Regulation, the InvestEU Guarantee Agreement’s “Social Investment and Skills” window and the InvestEU Advisory Hub Contribution Agreement’s “EBRD Advisory for Skills, Employment and Social Infrastructure” initiative. As of today, the team manages 6 Technical Cooperation (TC) assignments, all linked to or enabling EBRD investments, with a pipeline of 6-15 investment-linked TC assignments in the short and medium term; - Monitoring and assessing sector developments and structural reform progress in the Bank’s EU CoOs as well as EU regulations – including the InvestEU Regulation, and contributing to country diagnostics; - Monitoring the transition impact of the Bank’s operations (TIMS) supported by InvestEU Advisory Hub projects, including some limited travel to monitor TC projects on the ground; - Analysing aspects of the Bank’s impact related to projects and operations under the direction of G&EI economists and specialists; - Ad hoc assignments, including background research on specific clients or sectors, regulatory and other policy developments, drafting of briefings, presentations and short sector analyses; drafting of communication products and contributing to organisation of G&EI conferences and workshops in the context of the InvestEU programme; - Compilation and maintenance of relevant datasets with a focus on the InvestEU programme.

Knowledge, Skills, Experience & Qualifications

- A master’s degree in economics, public policy, gender studies or a related field is desirable (candidates with relevant work experience and a bachelor’s degree may be considered in exceptional cases). - Prior work experience of policy oriented or applied microeconomics on topics relevant to InvestEU’s “Social Investment and Skills” window, including Housing (e.g. at a central bank, regulator or or body overseeing or setting policy), or in banking or related consultancy services would be an advantage; - Strong analytical and quantitative skills, including knowledge of Excel. Familiarity with other database/analytic software (e.g. Stata; MatLab) and information providers (e.g. Bankscope, Orbis, Bloomberg, FAO stat, WTO tariffs and World Bank WDI) would be an advantage; - Excellent written and oral communication skills in English and Romanian; - Familiarity with the EBRD’s EU CoOs (Poland, Slovakia, Croatia, Slovenia, Hungary, Romania, Bulgaria and the Baltic states) and work or study experience in the region is helpful; - Knowledge of one or more languages of the EBRD’s EU CoOs is an advantage.

Career trajectory

Career progression for this grade staff is governed by Articles 44 to 46 of the Staff Regulations (consolidated text on EUR-Lex) and Annex IB on the promotion procedure. Step increases are automatic every two years (Art. 44); grade promotion is competitive, based on the appraisal exercise (Art. 45) and the Career Development Review. For roles at EBRD, progression to the next grade typically takes three to five years on merit, with two-yearly step increases in between. Article 46 governs the classification at recruitment, which sets the starting step within the grade (usually step 1 for external recruits without prior EU service, step 2 or 3 where relevant professional experience is recognised).
