AST-SC1 sits in the Secretary/Clerk (AST/SC) function group, covering clerical and secretarial support across the EU institutions. By contrast, AD grades (AD5-AD16) cover Administrator policy and management work, AST grades (AST1-AST11) cover technical and administrative assistants, and FG grades (FG I-IV) are Contract Agent fixed-term roles. Promotion inside AST/SC follows the same Article 45 cycle as AD and AST but with a slower step pattern and a lower entry threshold.

What is a AST-SC1 Position?

AST/SC1 is the entry-level Secretary/Clerk grade in the EU institutions. The AST/SC function group, introduced by the 2014 Staff Regulations reform, covers clerical and secretarial tasks distinct from the broader AST assistant family. AST/SC1 staff handle reception duties, agenda management for senior officials, meeting logistics, document filing, and basic administrative support. The current AST/SC1 basic monthly salary ranges from approximately EUR 3,019 to EUR 3,418 gross per month, before the expatriation allowance and other entitlements. AST/SC staff are permanent officials (not contract agents) with full career rights, including the right to apply for internal competitions to move into the AST or AD streams over time.

How to Get a AST-SC1 Position

AST/SC1 positions are filled through EPSO open competitions for Secretaries/Clerks, which run periodically (most recently EPSO/AST-SC/10/20 and similar). The selection process includes computer-based reasoning tests, a professional skills test (typing, document formatting, MS Office tasks), and an assessment centre with competency-based interviews. Some EU agencies and the Commission's Brussels and Luxembourg sites also recruit AST/SC staff as temporary agents through their own selection procedures. A secondary education diploma is the minimum educational requirement, with proven secretarial or clerical experience strongly preferred.

AST-SC1 Career Progression

From AST/SC1, officials can progress through AST/SC2 to AST/SC6 via the regular Article 45 promotion exercise. Promotion timelines are similar to the AST stream, typically three to five years between grades depending on appraisal scores and the budgetary multiplication rate. AST/SC staff are eligible to apply for internal competitions to move into the AST function group (assistant tasks) or even into the AD stream after several years of service and the relevant educational qualifications. Many AST/SC officials build long careers in Member-of-Cabinet teams, where loyal and experienced support staff are highly valued.

Requirements

A secondary education diploma (equivalent to high school) is the minimum requirement, followed by relevant professional experience as a secretary, clerk, or administrative assistant. Knowledge of at least two EU official languages is required, with one at C1 level and the other at B2 level. Proficiency in standard office software (Word, Excel, Outlook, electronic document management systems) is tested and essential.
