Career path: AD vs AST vs FG

AD12 is an Administrator (AD) grade, covering policy development, legislative drafting, management, and senior specialist roles across the EU institutions. By contrast, AST grades (AST1-AST11) cover technical and administrative assistants, AST/SC grades cover secretarial and clerical support, and FG grades (FG I-IV) are Contract Agent fixed-term roles. AD careers run from AD5 (entry) to AD16 (Director-General).

What is a AD12 Position?

AD12 is the standard head-of-unit grade across most EU institutions, particularly the European Commission, where unit chiefs typically hold AD12 or AD13. Heads of unit manage teams of ten to forty staff, set the work programme for their policy area, sign off on legislative proposals or implementing acts, and account for budget execution within their unit. AD12 officials are also found as principal advisers, senior auditors at the European Court of Auditors, and senior case handlers at DG COMP and DG TRADE. The current AD12 basic monthly salary ranges from approximately EUR 9,993 to EUR 11,015 gross per month, before the expatriation allowance, household allowance, and dependent-child allowances are added. Net take-home pay depends on the EU community tax (progressive from 8 to 45 percent) and the pension contribution.

How to Get a AD12 Position

AD12 is reached either through promotion from AD11 (typical timeline three to five years at AD11 with consistently strong appraisals) or through a competitive internal head-of-unit selection procedure open to officials at AD9 and above. The head-of-unit procedure includes a written application, a structured interview with a selection panel, an assessment by an external assessor, and a final hearing with the appointing authority. External recruitment at AD12 is uncommon but happens occasionally at specialised agencies for senior technical posts (chief economist, head of supervisory division). The Consultative Committee on Appointments oversees all middle-management appointments at the Commission.

AD12 Career Progression

From AD12, an ambitious head of unit typically aims for AD13 (deputy director or principal adviser) within four to seven years, then competes for a Director post at AD14. The senior management selection procedure is highly competitive: candidates must demonstrate strategic vision, people management, and EU policy expertise. Lateral mobility between DGs is strongly encouraged before applying for Director, and a stint as Member of Cabinet often accelerates progression. Requirements

A university degree of at least four years plus typically fifteen or more years of professional experience including significant management experience. Proven ability to lead a team, manage a budget, and represent the institution in inter-institutional negotiations is essential. Two EU languages are required for entry but heads of unit in Brussels are expected to operate fluently in English and at least one of French or German. Officials must pass a security screening for positions handling EU classified information.
